Page 2 of 3 <br />The City retained ownership of the triangular piece of property between the Crossing <br />900 site and the Caltrain station property because a portion of the re-routed Redwood <br />Creek culvert runs beneath this area. This approximately 6,000 square foot space was <br />identified as the site for some of the improvements envisioned in the DDA as enhanced <br />public space. Once the project’s offsite improvements were defined and permitted and <br />the nature of the onsite improvements clearly defined, staff and the developer’s <br />consultants could address the design of the plaza and other supporting space. <br /> <br />A design for the improvements to the public plaza have been reviewed by staff and <br />approved for the developer to obtain bid pricing for the work. The developer has <br />completed the design and engineering to a sufficient degree that firm pricing has been <br />obtained for the planned work. <br /> <br />Staff requested the developer to provide pricing for the plaza and other non-project work <br />because there are efficiencies to be gained by using the onsite contractors and <br />subcontractors to do work that is immediately adjacent to the main project. If the <br />projects were separated from the Crossing 900 construction, there will either be multiple <br />construction companies vying for space and access, which creates opportunities for <br />claims or delays to one or the other project. If a separate project is constructed, then <br />there will be the additional costs of mobilization and demobilization for the second set of <br />contracts. These costs are already a part of the current Crossing 900 project. <br /> <br />Because this work is being performed in the public right of way and on public property, <br />the contractors are required to pay prevailing wages. The contractors presently have <br />this obligation for all off-site work, as on any project in Redwood City. <br /> <br />Consequently, staff recommends that the City enter into an Implementation Agreement <br />with Redwood City Partners, LLC, to construct the plaza and minor alterations to the <br />Theatre Way intersection in an amount not to exceed $1,000,000. Actual construction <br />costs, including soft costs (engineering plans, etc) of the plaza are approximately <br />$913,050.00. The additional amount would be used if unforeseen costs arise. Any funds <br />remaining from the $1,000,000 will be used for additional public improvements such as <br />enhanced streetscapes or other programs or projects as defined by the City Council. <br /> <br />ALTERNATIVES <br />The Council could determine to not enter into the Implementation Agreement and direct <br />staff to publicly bid the improvement projects. <br /> <br />FISCAL IMPACT <br />There are funds available in the Capital Improvement Program Budget of $1,000,000, <br />Depot Circle Improvement.
