Page 1 of 2 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the Council Personnel Subcommittee <br /> <br />June 22, 2015 <br /> <br />SUBJECT <br />Appointment of Interim City Manager <br /> <br />RECOMMENDATION <br />By motion authorize the Mayor to execute an employment agreement with Aaron Aknin <br />for the position of Interim City Manager. <br /> <br />BACKGROUND <br />Earlier this year, City Manager Robert Bell announced his retirement effective June 28, <br />2015. The recruitment for a new City Manager began in May, and is currently in <br />progress. As an appointment will not be made until after Dr. Bell’s retirement, an interim <br />appointment is necessary in order to continue leadership over the City’s operations. <br />ANALYSIS <br />The City Council met in closed session on June 6-7 to meet interview potential <br />candidates for permanent appointment to the position of City Manager. At the <br />conclusion of this meeting, Council also discussed a possible interim appointment for <br />the period after Dr. Bell’s retirement, and until the position is permanently filled. Council <br />recommended Assistant City Manager Aaron Aknin as a candidate for interim <br />appointment. The Council Personnel Sub-committee met with Mr. Aknin and negotiated <br />the terms of a tentative employment agreement, subject to Council approval. The <br />employment agreement confirms Mr. Aknin as the Interim City Manager effective June <br />29, 2015. As Interim City Manager, Mr. Aknin shall serve in all capacities required of the <br />City Manager. Mr. Aknin will be paid $19,446 per month, and will maintain the benefits <br />currently available to him as Assistant City Manager. The agreement will continue until <br />the City Manager position is filled on a permanent basis, unless the agreement is <br />sooner terminated. <br /> <br />ALTERNATIVES <br />1. Request that the subcommittee renegotiate the terms and conditions <br />Employment Agreement for Mr. Aknin. <br />2. Request that the subcommittee pursue alternative options for filling the City <br />Manager position on an interim basis. <br />7.1.J. - Page 1
