On June 23, 2014 Council approved Amendment No. 1 to the original agreement, which <br />allowed TRA to continue with all pertinent work to complete the EIR for the project. The <br />proposed amendment would allow TRA to complete work on an additional alternative <br />scenario as described in the analysis section below. <br /> <br />ANALYSIS <br />For several months, while TRA has been working to complete the Administrative Draft <br />EIR, City Staff has continued to evaluate and search for a new alternative location <br />within the proposed land parcel to build the water tank and pump station. Staff has <br />identified an additional alternate location which lies on the same land parcel, but is on <br />the opposite side of the original tank location for additional studies. <br />This alternative location study will require additional geotechnical exploration, seismic <br />modeling, development of a conceptual site plan and engineering design information, <br />preparation of visual simulations, and additional tree survey work. All preliminary <br />design information will then be incorporated into the Draft EIR. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the proposed Amendment No. 2 with TRA <br />Environmental Sciences, Inc. to add an additional location study to the EIR document <br />for the project. The EIR will then be completed with tank location alternatives mostly <br />located on the original tank location. <br />FISCAL IMPACT <br />Funds for this project were appropriated as Water Fund Capital Projects – California <br />Tank, Pump Station, and Generator. These project accounts have a combined available <br />balance of $3,894,972.90 as of April 30, 2015. <br /> <br />ENVIRONMENTAL REVIEW <br />The preparation of the Environmental Impact Report proposed in this report does not <br />constitute a project as defined by the California Environmental Quality Act. <br /> <br /> <br />PHONG DU <br />ACTING SUPERVISING CIVIL ENGINEER <br /> <br /> <br />7.1.B. - Page 2
