Page 1 of 4 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 22, 2015 <br /> <br />SUBJECT <br />Resolution supporting the US 101 – Woodside Road (State Route 84) Interchange <br />Project and a grant application to the San Mateo County Measure A – Highway <br />Program <br /> <br />RECOMMENDATION <br />1. By resolution, authorize the filing of an application for program funds available <br />under the San Mateo County Measure A – Highway Program and commit to completing <br />the project. <br />2. By motion, authorize the City Manager to execute related grant documents and if <br />awarded, to accept funds and to amend the budget to record the revenue from the grant <br />and to appropriate the expenditures for the project. <br /> <br />BACKGROUND <br />On May 8, 2015 the San Mateo County Transportation Authority (TA) issued a call for <br />projects for the Measure A Highway Program. The Highway Program funds projects <br />which remove bottlenecks in the most congested commute corridors and reduce <br />congestion and improve throughput along critical congested commute corridors. Calls <br />for projects are expected every two years and funded projects are to be completed <br />within three years. <br />During the last call for projects in 2012, the US 101 – Woodside Road (State Route 84) <br />Interchange Project was awarded $8.91 million. Of those funds, $3.42 million was <br />allocated for the environmental phase of work and $5.49 million was programmed <br />fordesign. The City committed to providing a local match of $990,000 for those two <br />phases of work. <br /> <br />ANALYSIS <br />Measure A’s Highway Program is a promising near term program for the US 101 – <br />Woodside Road (State Route 84) Interchange Project because it is listed as an eligible <br />project in the new and old Measure A expenditure programs. Up to $125 million is <br />available through two funding tracks: 1988 Measure A and 2004 Measure A (for Key <br />Congested Areas and Supplemental Roadways). <br /> <br />7.3.A. - Page 1
