REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 22, 2015 <br /> <br />SUBJECT <br />Approve Evaluation Plan and Award Farm Hill Boulevard Street Improvement Pilot <br />Project Construction Contract (Farm Hill Boulevard & Jefferson Avenue Signing and <br />Striping Project) <br /> <br />RECOMMENDATION <br />By motion, <br />1. Approve the evaluation plan for the Farm Hill Boulevard Street Improvement Pilot <br />Project. <br />2. Approve the construction contract documents and award the standard form <br />contract 00520 for the Farm Hill Boulevard & Jefferson Avenue Signing and Striping <br />Project to Bayside Stripe & Seal of Petaluma, for their responsive and responsible low <br />bid of $161,816.60 and authorize the City Manager to execute the contract and increase <br />the contract amount, if necessary, up to 10% of the amount awarded. <br />3. Confirm the determination that the Project is exempt from the provisions of <br />CEQA. <br /> <br />BACKGROUND <br />At its January 26, 2015 meeting, the City Council directed staff to: <br /> <br />• Develop an evaluation plan for the Farm Hill Boulevard Street Improvement Pilot <br />Project, and <br />• Advertise the Farm Hill Boulevard Street Improvement Pilot Project for <br />construction. <br /> <br />The pilot project will reconfigure the travel lanes on Farm Hill Boulevard and Jefferson <br />Avenue, from the city’s western limit (just below Cañada College) to Alameda de las <br />Pulgas. More details about the project background and design are on the project <br />website at: www.redwoodcity.org\farmhill. <br /> <br />ANALYSIS <br />Evaluation Plan <br />Following the one-year pilot, the City Council will decide whether the project should be <br />made permanent. Results of the evaluation plan will inform Council’s decision. <br />Throughout the planning process, livability and safety were identified as community <br />7.1.C. - Page 1
