REPORT
To the Honorable Mayor and City Council
From the City Manager

June 22, 2015

SUBJECT
Second Reading of Hillside Regulations Ordinance

RECOMMENDATION
Waive the Second Reading and Adopt an Ordinance for Hillside Regulations

BACKGROUND
On April 13, 2015, the City Council introduced the above ordinance amending the
Zoning Code. If adopted, this ordinance will be effective on January 1, 2016.

ANALYSIS
Adoption of this ordinance addresses issues with hillside development. Further analysis
of the ordinance was provided in the Staff Report to City Council on April 13, 2015.

Four minor changes have been made to the ordinance since that date:
1. The lot width has been clarified to require a minimum average lot width, with a lot
frontage on a public or publicly-accessible street.
2. Diagrams 5.7A and B have been further revised to illustrate the exterior side yard
setbacks more closely.
3. The typo in the section number for 32.2 (Supplementary Regulations) has been
corrected.
4. A standard severability provision has been added as Section 9 (on page 2 of the
Ordinance).

ALTERNATIVES
1. Adopt the ordinance with changes, which could require additional environmental
review.
2. Do not adopt the ordinance.

FISCAL IMPACT
No fiscal impact is expected with this project.

7.4.A. - Page 1
