REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 22, 2015 <br /> <br />SUBJECT <br />General Services Agreement for closed-circuit television inspection of selected sanitary <br />sewer mains. <br /> <br />RECOMMENDATION <br />By motion, approve, and authorize City Manager to execute, an Agreement with <br />Professional Pipe Services of Walnut, CA to provide closed circuit television inspection <br />services in Sanitary Sewer Basin Nos. 5A and 5D for an amount not to exceed <br />$172,405.46, and authorize the City Manager to increase the contract amount up to <br />10% if necessary not to exceed $189,646.00 <br /> <br />BACKGROUND <br />The closed-circuit television (CCTV) inspection service provides data required to assess <br />the condition of the sanitary sewer lines to determine the repair and replacement needs <br />for inclusion in the annual sanitary sewer capital improvement project. The City’s <br />sanitary sewer system is divided into a total of nineteen sanitary sewer basins of which <br />the City has completed the CCTV inspection of fifteen sanitary sewer basins in the <br />previous years. CCTV inspections utilize robotic cameras to determine the condition of <br />the existing sewer pipes. Data provided by the CCTV inspection includes inspection <br />logs, full streaming videos and observation codes which classify the condition of the <br />existing sanitary sewer pipe segments. The following reports details the proposed <br />project, the consultant selection process, as well as staff’s contract recommendation. <br /> <br />ANALYSIS <br />Two (2) companies, National Plant Services Inc. and Professional Pipe Services, <br />responded to City’s request for proposal. Both proposals were received on February <br />27, 2015. Proposals were evaluated by staff and Professional Pipe Services is <br />recommended based on the firm’s qualifications, responsiveness and experience. <br /> <br />If approved by Council, Professional Pipe Services will conduct a closed-circuit <br />television (CCTV) inspection of the sanitary sewer mains in two areas identified below. <br /> <br />1. Sanitary Sewer Basin No. 5A bordered by Oak Knoll Drive, Summit Drive, Vista <br />Drive, Jefferson Ct. Nob Hill Road, McGarvey Avenue, Vera Avenue, Upton St., <br />Alameda de las Pulgas and Esther Lane. <br />7.1.D. - Page 1
