Attachment 3 <br />page 5 of 34 <br />WHEREAS, the current shelter is over 50 years old and has been determined by <br />the Department of Public Works to be inadequate to meet current animal sheltering <br />standards, and that it is not viable to significantly repair or upgrade the shelter; and <br />WHEREAS, building a new animal care shelter at an estimated cost of $20 <br />million was included in the Five Year Facilities Capital Plan presented to your Board on <br />August 6, 2013; and <br />WHEREAS, the County will serve as the lead agency in managing the <br />construction of a new building, and once built would be the sole owner of the building; <br />and <br />WHEREAS, as of May 6, 2014, all municipalities agreed to share the <br />construction costs for a new animal care shelter by repaying the County through a 30 - <br />year, interest-free lease agreement; and <br />WHEREAS, the County is willing to advance the funding for construction and <br />participate in the lease as a partner with the Cities, but there will be no additional fiscal <br />impact to the County. <br />NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the <br />President of this Board of Supervisors is hereby authorized and directed to authorize <br />the President of the Board to execute the Memorandum of Agreement for and on behalf <br />of the County of San Mateo, and the Clerk of this Board shall attest the President's <br />signature thereto. <br />1F W ik' �4 k Or <br />
