, Transportation <br /> The EIR will describe the potential traffic and circulation impacts resulting from the <br /> proposed project, based upon a traffic impact analysis (TIA) to be prepared by Hexagon <br /> Transportation Consultants ("Subconsultant"). The analysis would be completed <br /> consistent with the requirements of City and City/County Association of Governments of <br /> San Mateo County. <br /> The analysis will include a level of service analysis for up to seven signalized <br /> intersections. The analysis will also address future traffic volumes at three unsignalized <br /> intersections along Oracle Parkway, along the project site frontage. This scope <br /> assumes collection of new traffic counts will be required for all of the study intersections. <br /> The analysis will identify existing and background conditions and address the effects of <br /> the project under existing plus project, background plus project, and cumulative traffic <br /> conditions. If any of the unsignalized intersections are found to operate at LOS E or F, a <br /> signal warrant analysis will be completed. The effect of the proposed project on local <br /> freeway segments will be determined (based on the Congestion Management Program <br /> thresholds) and documented in the traffic study. The applicant will provide a <br /> Transportation Demand Management (TDM) Program study. Identified TDM measures <br /> will be included in the analysis. The TIA will also include an estimation of trip generation <br /> rates, analysis of site access and on-site circulation, parking, and analysis of bicycle, <br /> pedestrian, and transit facilities. <br /> Mitigation measures will be identified for significant traffic impacts. The traffic analysis <br /> will also provide the necessary timing of identified mitigation measures. Consistent with <br /> the City's policy to encourage non-auto forms of transportation, recommended <br /> mitigation measures will be designed to avoid detrimental effects on pedestrian and <br /> bicycle safety and circulation. <br /> All field work will begin immediately upon project initiation and the transportation impact <br /> analysis will be completed within eight weeks of the notice to proceed. <br /> Air Quality and Greenhouse Gas Emissions <br /> The EIR will evaluate the air quality and greenhouse gas (GHG) emissions resulting <br /> from construction and operation of the project in conformance with the Bay Area Air <br /> Quality Management District (BAAQMD) guidelines and the CEQA guidelines based on <br /> an assessment to be completed by Illingworth & Rodkin ("SubconsultanY'). In 2011, <br /> BAAQMD developed screening criteria to provide a conservative indication of whether a <br /> project could result in significant air quality impacts. If the screening criteria are not <br /> exceeded, then a detailed assessment of air pollutant emissions for criteria pollutants is <br /> not required. Based on the Operational-Related Criteria Air Pollutant and Precursor <br /> Screening Level Sizes table in the 2011 BAAQMD CEQA Guidelines, the proposed <br /> project is below the operational and construction criteria pollutant screening sizes <br /> (271,000 square feet or 2,747 students for operational emissions and 277,000 square <br /> 12 <br /> City Attomey Approved Version 2-13-14 <br />
