Section 4: Experience and Reference Summary 11
City of Santa Cruz Landbase. Infrastructure Adjustment. Conversion GIS
Construction
Ms. Desiree Douville (parcel base), Ms Jenn Hyman (Water), Mr. James Burr (Sewer/Stonn)
City of Santa Cruz Public Works Department
809 Center Street
Santa Cruz, CA 95060
(831) 420-5183
Contract Period: March 1999 - Present
Project Description: This is a multi-phase project involved in the development of a parcel based ArcInfo
coverage, followed by adjustment of the City's water infrastructure, and conversion of the sanitary sewer
and stonn drain systems. In the first phase, control was established by digitizing planimetric features,
manhole covers, and catch basins from digital orthophotography. Control-centerlines were generated and
then offset to create the street ROW. In the second landbase phase, existing and new geometry was updated
or created using the orthos and dimensions from the assessors parcel maps. Acceptable tolerance was set at
2.0 feet for all parcels and approximately 0.7 feet for street rights-of-way (ROW). However, approximately
50% of all lot lines are within 1 foot horizontal accuracy. Parcel vs. ROW arcs are tagged within the AA T
(arc attribute table). Linework and parcel tagging is conducted in AutoCAD Map and converted to ArcInfo.
Infrastructure will follow similar accuracy requirements. Database design specifications for water will be
developed following new TriSystems (Army Core of Engineers, NOAA, US Military) GIS standards and
software.
Team Members: Patrick Kelleher, Emesto Sustaita, Nicole Pettit, Nam Nugay, and Martin Belcher
Contract Amount: $125,000
Project Status: Landbase Complete, Sewer and Stonn 50%, Water 0%
City of Los Altos Landbase and Infrastructure GIS Conversion
Mr. James Porter, PE
City of Los Altos Public Works Department
1 San Antonio Road
Los Altos, CA 95060
(650) 948-1491
Contract Period: January 1999 - Present
Project Description: Conversion of the City's subdivision maps and development of a precise parcel based
ArcInfo coverage; conversion of the sanitary sewer system, and stonn drain system. Acceptable tolerance
was set at 2.5 - 3.0 feet for all parcels and approximately 0.7 feet for street rights-of-way (ROW).
Extensive use of digital orthophotography was established by digitizing planimetric features, manhole
covers, and catch basins. Control-centerlines were generated and then offset to create the street ROW.
Captured infrastructure features were rated based on the photography and will be field verified. Once the
geometry is completed, topology will be constructed and inspected for connectivity and flow. Feature
attributes will be populated. Infrastructure will include the City's main trunk line into the City of Palo Alto.
Team Members: Patrick Kelleher, Emesto Sustaita, Mary Tsui, Francis Blom
Contract Amount: $63,000
Project Status: Landbase Complete, Sewer and Stonn 75%
Lynx Technologies City of Redwood City Street Lighting GIS Project
