All ordinances or parts of ordinances in conflict <br /> with this ordinance are hereby repealed. <br /> SECTION 8. If any section, sentence, clause or phrase of <br /> this ordinance is for any reason held by a court of competent <br /> jurisdiction to be invalid, such decision shall not affect the <br /> validity of the remaining portions of this ordinance, and the City <br /> Council hereby deelares that it would have adopted said ordinance <br /> and each section, sentence, clause and phrase thereof, irrespective <br /> of the fact that any one or more seetion, sentence, clause or <br /> phrase be declared invalid. <br /> SECTION 9.
