Section 4.5 is added to Ordinance No. 748, en- titled "Declaring Noxious or Dangerous V,Teeds to be a Public Nuisance, Providing Means for Destruction o� Such Nuisance, and Creating a Lien on Property Upon Trhich �uch Nuisance Exists for the Cost of Abating Same, " adopted October 22, 1953, to read as follows: '°5ection 4.5. Vacant Lots - Notice of Im�rovements. The owner o� any parcel oF real property which has not been improved by the construction of a structure of a type whicl� requires a building permit, who fails to destroy or remove weedN pursuant to the �rovisions oi Section 1 of this ordi- nance, shall give wri�tten notice to tne Street �uperintendent of any irnprovemen�ts, wlzether temporary or pexmanen-t in nature, which have been placecl on said parcel, and which are oi a type which would not be readily a�parent -co a person entering tize parcel for the purpose of destroying or removing weeds and �ahich may be dama�ed �_n �he course of destroying or re- .�noving w�eds .
