(b) If located in any front yard area required by any <br /> ordinance, the complete structure shall be a mini- <br /> mum of two and one-half feet below the natural <br /> slope of the yard, except for entrance and venti- <br /> lating structures. <br /> (c) If located in any side or rear area required by <br /> any ordinance, the top of a disaster shelter, <br /> including the maximum height of fill placed on the <br /> roof, shall not be higher than three feet above <br /> the natural slope of the yard area. <br /> (d) Entrance and ventilating structures rising less <br /> than one foot above the ground in any yard area <br /> having uncontrolled access by the public shall be <br /> rnarked or blocked by planting or fencing or be so <br /> located as to prevent being a hazard to pedestrian <br /> traffic . <br /> Entrances and ventilati.ng structures located in <br /> any required front yard area shall be screened from <br /> adjacent properties and public rights of way by <br /> ornamental landscaping or fencingf provided, however, <br /> that no entrance shall be located in a required front <br /> yard area if the disaster shelter is designed for <br /> any use other than that of:'an emergency disaster <br /> shelter and no disaster shelter shall be used for <br /> any other purpose if its entrance is located in a <br /> reguired front yard area. <br /> �ECTION 4. Effective Date. This ordinance is hereby declared <br /> to be an emergency measure necessary for the immediate preservation <br /> of public peace, health and safety and sha.11 take effect immediate- <br /> ly. This Council hereby finds that the facts constituting the <br /> urgency are as follows: <br /> (a) Tensions between the United States and Russia have <br /> developed during the 15 years since the close of <br /> World War IZ to the extent that we have been engaged <br /> for several. years in a cold war with the Soviet Union. <br /> Recent events such as the resumption of nuclear <br /> testing by the Russians and the death of the Secre- <br /> tary of the United Nations as well as the ever- <br /> present Berlin crisis, made the possibilities of <br /> a nuclear bomb attack on this country a serious <br /> hazard. <br /> (b) The fact that there are over 3 million people con- <br /> gregated in the San Francisco Bay Area and a number <br /> of important military installations makes it likely <br /> that if this country is attacked, Redwood City will <br /> be in a general target area. <br /> -2- <br />
