required front yard area if the disaster shelter <br /> is designed for any use other than that of an <br /> emergency disaster shelter and no disaster shelter <br /> shall be used for any other purpose if its entrance <br /> is located in a required front yard area." <br /> SECTION 2. 5ection 5 of the above mentioned Ordinance No. 1028 <br /> is hereby amended to read as follows: <br /> "�ection 5. This ordinance sha11 be of no force and <br /> effect after April 30, 1962, except with respect to emergency <br /> disaster shelters upon which construction was lawfully com- <br /> menced on or prior to April 30, 1962." <br /> SECTION 3. This ordinance is hereby declared to be an <br /> emergency measure necessary for the immediate preservation of <br /> public peace, health and safety and shall take effect immediately. <br /> This Council hereby finds that the facts constituting the urgency <br /> are as follows: <br /> (a) Tensions between the United States and Russia have <br /> developed during the 15 years since the close of <br /> World War II to the extent that we have been en- <br /> gaged for several years in a cold war with the <br /> Soviet Union. Recent events such as the resumption <br /> of nuclear testing by the Russians and the death <br /> of the Secretary of the United Nations as w+ell as <br /> the ever-present Berlin crisis, made the possibili- <br /> ties of a nuclear bomb attack on this country a <br /> serious hazard. <br /> (b) The fact that there are over 3 million people <br /> congregated in the San Francisco Bay Area and a <br /> number of important military installations makes <br /> it likely that if this country is attacked, Redwood <br /> City will be in a general target area. <br /> (c) The President of the United �tates has issued an <br /> appeal to all citizens and government agencies to <br /> proceed without delay to construct fallout and <br /> blast shelters in order to protect the population <br /> from blast and radiation of tremendous propor��ons. <br /> (d) The above recited facts, all of which were found <br /> to be true on the adoption of Ordinance No. 1028, <br /> continue to exist and make it imperative that the <br /> provisions of Ordinance No. 1028, originally in- <br /> tended as an emergency interim ordinance, be <br /> continued in ef�ect. <br /> * * * <br /> -2- <br />
