7.1.K. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> July 27, 2015 <br /> SUBJECT <br /> Amendment No. 2 to Agreement with Krupka Consulting for project management <br /> services for the US 101/84 Interchange Reconstruction Project <br /> RECOMMENDATION <br /> By motion, approve Amendment No. 2 to Agreement for Professional Services with <br /> Krupka Consulting in the amount of $180,000 (for a total of $457,000) for project <br /> management services on the US 101/84 Interchange Reconstruction Project. <br /> BACKGROUND <br /> The City is well into the Project Approval & Environmental Document (PA &ED) phase of <br /> work on the US 101/84 Interchange Reconstruction Project. The project is in <br /> development with Caltrans (facility owner /operator) and the Transportation Authority <br /> (TA). The City does not have adequate staff resources to manage the environmental, <br /> design, and public outreach for the project. Consequently, an RFQ was issued and staff <br /> determined that Krupka Consulting had the necessary experience in providing project <br /> management and advice for major transportation projects of this type. An Agreement <br /> was entered into on May 22, 2013 in the amount of $45,000 for an initial scope of work <br /> that focused on soliciting and evaluating proposals for the Project Approval and <br /> Environmental Document phase of the project. An Amendment was approved in <br /> October 2013 to extend the contract for the PA &ED phase. <br /> ANALYSIS <br /> Krupka Consulting has been responsible for coordinating with City stakeholders, <br /> managing the PA &ED consultant (URS /AECOM), coordinating with the TA on funding <br /> and grant management, coordinating with Caltrans on the project development team, <br /> and managing the value analysis study. Krupka Consulting has performed effectively <br /> and efficiently since inception of their agreement. <br /> Staff has negotiated an amendment to the Agreement and recommends Council <br /> approve Amendment No. 2 which provides for project management services through the <br /> end of the PA &ED phase of work and to initiate the Plans, Specifications, and Estimates <br /> (PS &E) phase of work. The proposed level of effort is based on the last two years of <br /> work and expenses and is roughly equivalent to a half -time project manager. <br />
