7.1.P. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> July 27, 2015 <br /> SUBJECT <br /> Purchase of One Street Sweeper <br /> RECOMMENDATION <br /> Approve by motion, the purchase of one TYMCO Model 600 Street Sweeper in the <br /> amount of $244,584.33 from GCS Environmental Equipment Services Inc. <br /> BACKGROUND <br /> The Public Works Services Department (PWS) manages the city -wide street sweeping <br /> program. As part of the program, PWS owns and operates street sweepers to sweep <br /> the streets. The City Council has increased service levels for street sweeping in fiscal <br /> year 2015 -16 from the current once per month sweeping schedule to a proposed twice <br /> per month schedule. An additional sweeper is required to meet the planned increase in <br /> service. <br /> ANALYSIS <br /> After researching operational and performance requirements for the additional street <br /> sweeper, staff determined that the TYMCO Model 600 Street Sweeper would best fit the <br /> department needs. The TYMCO model has a reputation for being reliable and has a <br /> history of meeting the rigorous demands of the Department's street sweeping activities. <br /> Staff released a Notice Inviting Bids (NIB) for a TYMCO Model 600 Street Sweeper or <br /> equivalent, to the public on May 1, 2015, with a proposal due date of June 3, 2015. <br /> Three (3) vendors submitted bids to the City Clerk's office as shown in the following <br /> table. Staff recommends awarding the bid to GCS Environmental Equipment Services <br /> Inc., the lowest responsible bidder. <br /> Bidder Bid Amount (incl. tax) <br /> GCS Environmental Equipment Services Inc. $ 244,854.33 <br /> Mar -Co Equipment Company $ 253,931.85 <br /> Clyde/West Inc. $ 293,574.55 <br /> Recommended Bidder: GCS Environmental Equipment Services Inc. <br /> Substantiation: GCS Environmental Equipment Services Inc. is the lowest responsible bidder. <br />
