7.1.R. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> July 27, 2015 <br /> SUBJECT <br /> Professional Services Agreement with Willdan Engineering for Building Plan Check and <br /> Inspection Services <br /> RECOMMENDATION <br /> Approve by motion and authorize the City Manager to execute an agreement with <br /> Willdan Engineering for building plan check and inspection services in the amount of <br /> $81,000 <br /> BACKGROUND <br /> In November 2014, the City issued a request for proposals for ongoing building plan <br /> check and inspection services to support the Community Development Department's <br /> Building Division. Requested services include the following items: <br /> • review building plans for conformance with the City's Building Codes, <br /> • check plans and project review as part of the City's One -Stop services, <br /> • support from permit technicians for general front counter activities, <br /> • inspect buildings and sites by certified access specialist (CASp) for compliance <br /> with applicable state and federal construction - related accessibility standards, and <br /> • conduct inspections from certified building inspectors. <br /> The City received four qualified proposals from Willdan Engineering, Shums -Coda & <br /> Associates, West Coast Code Consultants, and CSG Consultants Inc. Staff proposes <br /> to retain these four consultants, which is explained in the analysis section. <br /> In May 2012, the City entered into an initial agreement with two consultant firms to <br /> provide third party plan review and building inspection support for the Building Division. <br /> CSG Consultants Inc. and Shums -Coda & Asscociates continue to serve the City in this <br /> capacity. New agreements with these two firms will be presented in separate staff <br /> reports. <br /> ANALYSIS <br /> The Building Division is responsible to ensure quality development, construction and <br /> health and safety standards by processing building permit applications and performing <br /> inspections. While much of the work is accomplished by staff, consultants have been <br />
