7.1.V. - Page 2 <br /> ANALYSIS <br /> In the Fall of 2014, the DT RWC CBID commenced the administrative operations by <br /> selecting interim board members, adopting articles of incorporation, approving bylaws, <br /> applying for 501 c3 status with the IRS, setting up a bank account, securing insurance, <br /> approval of a Contract with the City to administer services, selecting an administrator, <br /> issuing RFP's for services, as well as a host of other tasks and responsibilities that were <br /> necessary to establish the District. During this phase, the Board decided that the DT <br /> RWC CBID would be administered by the 501c3 organization that would adopt the <br /> name Redwood City Improvement Association ( "RCIA "), which is how the organization <br /> is referenced today. <br /> The Interim Board of Directors and Officers issued an RFP to select an <br /> Administrator /Executive Director for the District on November 5, 2014 and <br /> selected /awarded the contract to the Redwood City -San Mateo County Chamber of <br /> Commerce on January 15, 2015. The RCIA immediately went to work establishing <br /> chairs for individual committees, as well as committee members. Discussions and work <br /> ensued to determine what specific services or special benefits would be provided. <br /> Services commenced in the spring of 2015 with sidewalk operations and beautification. <br /> The RCIA hired J &S Maintenance Service to provide power washing, street cleaning, <br /> trash pickup, day porters seven days a week and overall beautification efforts for the <br /> District. The RCIA worked hand in hand with the City to organize water usage, trash <br /> pickup procedures, and other logistics. The DT RWC property owners and others have <br /> noted the services in this category that have been provided to -date. <br /> The RCIA has also started quickly with its District Identity and Signage efforts by setting <br /> up a website (visitrwc.org), contracting with Comcast Cable for commercials that <br /> showcase the Downtown, Tuesday night video mapping activities on Courthouse <br /> Square, and contracting with a public relations firm to highlight the Downtown through <br /> printed and social media. These activities have resulted in increased exposure and <br /> driving traffic on a non -peak night as in the case of the video mapping project. Numbers <br /> of visitors are growing with the addition of the RC IA's publicity and attraction strategy. <br /> Parking Management and facilitation of providing a good parking experience for <br /> Downtown is a key objective of the RCIA and the DT RWC CBID. The RCIA has <br /> entered into a contract with All About Parking to continue the valet parking services at <br /> the two established locations (Library Lot B & in front of Sakura Restaurant), and <br /> expanded with a third location at the corner of Main & Broadway in June 2015. Having <br /> the financial capacity with the assessment to lease parking lots for valet parking usage <br /> presents an opportunity to become even more efficient with the DT parking supply. <br />
