7.3.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> July 27, 2015 <br /> SUBJECT <br /> Downtown Redwood City - Community Benefit Improvement District ( "CBID ") - <br /> Resolution of Intention to Correct Boundary Map <br /> RECOMMENDATION <br /> Approve the Resolution of Intention to modify the Management District Plan and correct <br /> boundary map. <br /> BACKGROUND <br /> The City Council established the Downtown Redwood City Community Benefit <br /> Improvement District ( "CBID" or "District ") at its July 28, 2014 Council Meeting. <br /> Creation of a CBID is aligned with three of the City Council's four Economic <br /> Development goals: Retain and support businesses Citywide for a strong, stable, and <br /> complimentary business mix; pursue a diversity of economic activity by enabling good <br /> business decisions; and continuing downtown development. <br /> Since the formation of the District, organizational documents have been established, <br /> such as by -laws; election of officers and committee chairs. The special benefit services <br /> that were voted on in the summer 2014 commenced in spring 2015 after the RCIA <br /> administration was established. The newly formed District is starting to see the impacts <br /> of enhanced sidewalk operations through power washing and increased trash cleanup; <br /> enhanced marketing in the form of a district identity website, TV commercials, and video <br /> mapping on Tuesday evenings; and looks forward to increasing the valet parking <br /> inventory by adding an additional location within the coming months. The overall fiscal <br /> year budget of $788,937 for FY 2014 -15 is being used to provide these special <br /> ANALYSIS <br /> The Redwood City Improvement Association, which serves as the Owner's Association, <br /> has requested in writing to modify the District to remove seven parcels at 1090 Main <br /> Street. These parcels are located on the first floor of a multi -story condominium <br /> building. Other parcels in the building (those located above the first floor) were not <br /> included in the assessment district due to a data error involving county records of <br /> parcels located above the first floor. This error did not affect parcels in other buildings <br /> in the District because the 1090 Main Street building is the only building in the District <br />
