However, staff is requesting Planning Commission <br /> recommendation on the transfer of property interests as contemplated in the DDA. <br /> Transportation Demand Management Program: <br /> The Applicant proposes a Transportation Demand Management program with the intent <br /> of reducing the number of peak -hour automobile trips through a combination of <br /> incentives (building tenant - offered subsidies, such as transit passes) and existing <br /> Downtown conditions (such as proximity to public transit and bicycle facilities). The <br /> Project also incorporates physical features intended to encourage alternative methods <br /> of transportation, including a secure on -site bicycle storage room and temporary bicycle <br /> storage along the frontage of the Project. In order to gauge the effectiveness of the <br /> plan, each building tenant would complete a yearly TDM monitoring report to be <br /> submitted to the City for review. The City would also have access to the parking <br /> utilization data to verify monitoring report findings. If trip- reduction goals were not met, <br /> the tenant and City staff would work together to identify additional TDM measures that <br /> would further reduce drive -alone trips. <br /> Water Availability: <br /> The certified Downtown Precise Plan EIR, supported by the City's 2005 Urban Water <br /> Management Plan, analyzed the projected water usage for all potential development <br /> that could occur under the DTPP Maximum Allowable Development (MAD) caps. This <br /> analysis concluded that the City has sufficient water resources to serve proposed <br /> downtown development projects that are within the MAD caps. Furthermore, the trends <br /> of actual water usage, both downtown and Citywide, are below the projected usage <br /> calculations. <br /> The Project would incorporate dual plumbing construction for future use of recycled <br /> water. As the City expands its recycled water distribution system into the downtown <br /> area, the Project would be able to utilize the City's recycled water and minimize use of <br /> potable water. Although future mandatory water use reductions mandated by the State <br /> are unpredictable, as of 2014, the City's water consumption total is twenty -four percent <br /> below the Water Supply Guarantee limit the City has with San Francisco Public Utilities <br /> Comm ission. <br /> General Plan Compliance: <br /> The General Plan categorizes the Project site with a land use designation of Mixed <br /> Use — Downtown, which applies to properties located in the historic Downtown core. <br /> The purpose of this designation is to create a vibrant city center with offices, theaters, <br /> retail businesses, and restaurants that would serve residents, daytime businesses, <br /> and night -time entertainment populations. Parking in the form of shared public <br /> facilities is encouraged as the primary parking configuration. <br /> The Project is consistent with the Mixed Use — Downtown land use designation in that <br /> it proposes a mixed -use development with ground floor retail wrapping along the <br /> Winslow Street and Theatre Way frontages that are designed to enhance the <br /> pedestrian experience through the implementation of large storefront windows and <br /> doors and outdoor tables, chairs, and umbrellas. Office use is proposed along the <br /> upper four floors, and the Project's proposed Hamilton Garage would provide shared <br /> and valeted public parking. <br />
