8.A. - Page 21 filing. All tree removal and trimming shall take place outside of the breeding season. [COA][PLANNING] 24. Tree Removal Permit - The applicant shall obtain a Tree Removal Permit application to the City's Landscape Architect for review and approval prior to the removal any trees on the subject property or along the Project's three street frontages. [SDR][PLANNING] 25. Stormwater Runoff - Post - construction runoff into the storm drain shall not exceed pre - construction runoff levels. The applicant's design professional shall evaluate the project's impact to the City's storm drainage system and shall substantiate their conclusions with drainage calculations to the satisfaction of the City Engineer. The project shall be designed in conformance with the Drainage Guidelines for Commercial Development. [SDR][ENGINEERING] 26. Exterior Lighting — New exterior lighting requires final review by the City prior to building permit issuance. As part of the Building Permit submittal package, the applicant shall provide a lighting plan including cut - sheets for all new fixtures, as well as photometric evaluation site plan demonstrating that light levels are appropriate for the use and that the new light sources do not introduce glare or light effects that spill off the property. Bicycle Parking — The amount of required, long -term bicycle parking shall be determined by the amount of required vehicle parking (regardless of whether it is provided on site or via payment of the in -lieu fee) for the project. Up to 20% of the required spaces may be provided on the adjacent sidewalk for use as short -term bicycle parking. The remainder must be provided onsite, in a secure location for long -term parking. Outdoor Structures and Uses — Any outdoor structures or uses not identified with this project require separate review and approval by the City prior to installation of structures or commencements of uses. The outdoor tables, chairs, umbrellas and other outdoor structures in the right -of -way have been reviewed by the City in concept only and require further review. Prior to the installation of any outdoor structures or commencement of uses in the right -of -way, the applicant shall submit detailed plan to the City. A Sidewalk Cafe Permit may be required for outdoor dining uses. [SDR][PLANNING] Parcel Map 29. Applicable Codes — The applicant shall adhere to the Subdivision Map Act and Chapter 30 of the City's Municipal Code. 30. Right -of -Way (ROW) Vacation - The proposed ROW Vacation of the Sliver Parcel on Winslow Street shall be completed prior to the approval of the Final Map. 31. Parcel Map - Prior to Building Permit issuance, a Parcel Map for the property shall be recorded. The Parcel Map shall include the merging of all the lots into one lot, and shall include any proposed easements. [SDR][ENGINEERING] 32.
