8.A. - Page 190 ?nt, Redwood City 7 1 <br /> The approach to projects affecting these resources under the Plan is also set out in the Plan under the <br /> Additions or Modifications to Historic Resources (AMHR) Regulations. <br /> Additional Impact Mitigation Measures for Historic Resources have also been identified (in Section <br /> 2.1.4), and include review by a qualified preservation professional, documentation of removed historic <br /> elements, etc. The mitigation measures apply to properties with historic resources, or potential historic <br /> resources as determined by the Redwood City Planning and Housing Division. <br /> REGULATORY REQUIREMENTS <br /> The proposed new development facing Winslow Street between Hamilton Street and Middlefield Road <br /> is within the Downtown Precise Plan area and is subject to Regulations of the Plan consistent with <br /> findings with the Plan EIR, and the Redwood City Historic Resources Element of the General Plan. <br /> The DTPP was adopted with specific regulatory requirements regarding identified historic properties in <br /> the Plan area, including the subject property because it is adjacent to historic properties. The <br /> development would fall under the heading within the Plan entitled "structures that may be altered, <br /> relocated, or removed ": <br /> DTPP 2.1.3. Additions or Modifications to Historic Resources (AMHR) Regulations <br /> The United States Secretary of the Interior is responsible for safeguarding the country's historic <br /> resources. To do this, the office of the Secretary of the Interior has established requirements <br /> (known as the Secretary of the Interior Standards for Preserving, Rehabilitating, Restoring, and <br /> Reconstructing Historic Buildings, or SIS) which all local and state governments must comply <br /> with when restoring, reconstructing, or otherwise impacting historic resources. The SIS are <br /> flexible and open to interpretation, however, and it is up to the local community and the state <br /> to determine what is compliant and what is not. Typically, determinations of what types of <br /> modifications to historic structures are compliant with the SIS are made on a case -by -case basis <br /> as developer applications are submitted. For Downtown Redwood City, however, these <br /> determinations have now been made largely in advance, in order to better ensure preservation <br /> of resources by providing consistency, clarity, and certainty to the process. Each historic <br /> resource has been analyzed independently to identify appropriate modifications, if any, and <br /> these findings have been turned into separate standards and guidelines for each historic <br /> property within the DTPP area. <br /> The regulatory requirements for construction at the Fox Theater, the East and West Wings of the Fox <br /> Theater, the San Mateo County Courthouse, and the historic commercial buildings at 2301 and 2317 <br /> Broadway are defined in Book II, Section 2.1.3 (E), (F), (G), (H), (I) and (J) Additions or Modifications to <br /> Historic Resources (AMHR) Regulations.
