An initial Historical Resources Review was provided by A &A, in a report dated October 10, 2014. At that time, Ms. Dill reviewed the design of the new construction and its compatibility with the historic buildings that surround it. The initial historic review dated October 2014, included some minor recommendations for further compatibility between the proposed building and the historic resources surrounding it. In the initial report, Ms. Dill also reviewed the potential impact of the initial schematic rehabilitation plan that included basic information about the proposed partial demolition of this wing and the proposed loading dock configuration and stage improvements. The review addressed both the City of Redwood City regulations and the Secretary of the Interior's Standards for the Rehabilitation of Historic Properties (Standards). The Standards are specifically referenced within the City Guidelines for alterations to the Fox Theater, as well as being considered a common set of guidelines used by many communities during the environmental review process to determine the potential impact of a project on an identified resource. Ms. Dill indicated that, although the early stages of the design seemed to meet the Standards, planning -level details for the Fox Theater rehabilitation project needed to be included as part of the final design package. Kenneth Rodrigues & Partners, Inc. updated the design of the Winslow Street Development Project — incorporating the initial review recommendations —into a revised proposal, electronically provided by the architect to A &A. This set of 22 drawing sheets (A -0.1 through A -0.5 and A -1 through A -16 and L -1 and L -2) was dated March 6, 2015. Upon receipt of the revised drawing set in March, Ms. Dill repeated her review of the revised project for compatibility with the proposed loading dock and stage improvements at the rear of the Fox Theater, and repeated her review of the compatibility of the proposed new construction with the historic properties nearby. At the request of the City of Redwood City, as part of this revised report, she expanded the review to include six nearby historic properties rather than the three on the shared block. Kenneth Rodrigues & Partners, Inc. refined the Fox Theater dressing -room wing and loading dock rehabilitation plans into a separate drawing set, dated April 14, 2015, and consisting of five sheets (A0- A4). At that time the project generally met the Standards; however, a few minor clarifications to the drawings were requested. Ms. Dill prepared an initial review of the design in memorandum format, temporarily dated April 15, 2015. The March Winslow Development plan set, the April Fox Theater Rehabilitation plan set, and the March report were submitted in advance to the Historic Resource Advisory Committee for a study session review. The study session was held at a special meeting of the committee April 15, 2015. The Fox Theater Standards review memorandum was distributed to the committee at the meeting. A presentation by the architect and owner outlined the design of the new multi -use building and the scope and intent of the rehabilitation project.
