An initial Historical Resources Review was provided by A &A, in a <br /> report dated October 10, 2014. <br /> At that time, Ms. Dill reviewed the design of the new construction and its compatibility with the historic <br /> buildings that surround it. The initial historic review dated October 2014, included some minor <br /> recommendations for further compatibility between the proposed building and the historic resources <br /> surrounding it. <br /> In the initial report, Ms. Dill also reviewed the potential impact of the initial schematic rehabilitation <br /> plan that included basic information about the proposed partial demolition of this wing and the <br /> proposed loading dock configuration and stage improvements. The review addressed both the City of <br /> Redwood City regulations and the Secretary of the Interior's Standards for the Rehabilitation of Historic <br /> Properties (Standards). The Standards are specifically referenced within the City Guidelines for <br /> alterations to the Fox Theater, as well as being considered a common set of guidelines used by many <br /> communities during the environmental review process to determine the potential impact of a project on <br /> an identified resource. Ms. Dill indicated that, although the early stages of the design seemed to meet <br /> the Standards, planning -level details for the Fox Theater rehabilitation project needed to be included as <br /> part of the final design package. <br /> Kenneth Rodrigues & Partners, Inc. updated the design of the Winslow Street Development Project — <br /> incorporating the initial review recommendations —into a revised proposal, electronically provided by <br /> the architect to A &A. This set of 22 drawing sheets (A -0.1 through A -0.5 and A -1 through A -16 and L -1 <br /> and L -2) was dated March 6, 2015. Upon receipt of the revised drawing set in March, Ms. Dill repeated <br /> her review of the revised project for compatibility with the proposed loading dock and stage <br /> improvements at the rear of the Fox Theater, and repeated her review of the compatibility of the <br /> proposed new construction with the historic properties nearby. At the request of the City of Redwood <br /> City, as part of this revised report, she expanded the review to include six nearby historic properties <br /> rather than the three on the shared block. <br /> Kenneth Rodrigues & Partners, Inc. refined the Fox Theater dressing -room wing and loading dock <br /> rehabilitation plans into a separate drawing set, dated April 14, 2015, and consisting of five sheets (A0- <br /> A4). At that time the project generally met the Standards; however, a few minor clarifications to the <br /> drawings were requested. Ms. Dill prepared an initial review of the design in memorandum format, <br /> temporarily dated April 15, 2015. <br /> The March Winslow Development plan set, the April Fox Theater Rehabilitation plan set, and the March <br /> report were submitted in advance to the Historic Resource Advisory Committee for a study session <br /> review. The study session was held at a special meeting of the committee April 15, 2015. The Fox <br /> Theater Standards review memorandum was distributed to the committee at the meeting. A <br /> presentation by the architect and owner outlined the design of the new multi -use building and the <br /> scope and intent of the rehabilitation project.
