Individual roadways are selected for resurfacing based on an assessment of <br /> the overall pavement condition. Projects streets are selected to make the most efficient <br /> use of resources. <br /> The project also includes installation of additional curb ramps on the project streets in <br /> compliance with ADA standards and the City's complete streets goals. All streets will <br /> receive a slurry seal as part of a separate, subsequent project. Project streets are <br /> shown on the attached Project Location Maps. <br /> Three (3) bids were received for the 2014 -2015 Asphalt Rubber Chip Seal and Spot <br /> Repair Project by the bid deadline on June 30, 2015. The bid proposal received <br /> from Valley Slurry Seal International Co. was incomplete and contained errors. Staff <br /> believes that the bid received from Valley Slurry Seal International Co. is non- <br /> responsive. The City reserves the right in its sole discretion to reject any bid as <br /> nonresponsive as a result of any error or omission in the bid. Per Public Contract Code <br /> Section 20160 et seq., the City cannot accept a nonresponsive bid. As such, and <br /> recommends awarding the project to the next low bidder. <br /> The total base bid of $1,074,158.95 from American Pavement Systems Inc. is <br /> approximately 1% higher than the engineer's estimate of $1,063,119.00 for the cost of <br /> construction. Based upon the bids received, staff believes that the low bid of <br /> $1,074,158.95 is reasonable and responsive, and recommends awarding the contract to <br /> American Pavement Systems Inc. <br /> Construction is anticipated to begin in Summer 2015, and conclude in Fall 2015. <br /> Notification of the proposed work will be distributed to area residents, property owners, <br /> business owners, and schools in advance of the start of work. <br /> ALTERNATIVES <br /> Council may choose not to award the construction contract and direct staff to redesign <br /> and /or rebid this project. <br />
