<br /> 1) Staff report: <br /> REPORT: Planning Commission report to Council, April 15, 1996 <br /> Planning Division Report, April 15, 1996 <br /> Senior Planner Riordan presented the staff report and overheads outlining the <br /> subject property and explained the need for rezoning and general plan map <br /> amendments. Senior Planner Riordan showed how the area as it now stands is an <br /> incongruent mixture of many zoning designations, and explained how the proposed <br /> amendments were the next steps necessary to carry through the land use concepts <br /> contained in the "Franklin Area Plan." She stated that the purpose of the Plan was to <br /> create an attractive and functional high density residential neighborhood integrated <br /> into the downtown area, whose residents would support downtown businesses. <br /> 2) Open Public Hearing; <br /> Mayor Hartnett declared the public hearing open at 10: 11 p.m. <br /> 3) Hear Public Comment: <br /> None. <br /> 4) Close Public Hearing; <br /> MIS: LEIPZIGIRUSKIN TO CLOSE THE PUBLIC HEARING <br /> CARRIED BY UNANIMOUS VOICE VOTE AND HEARING CLOSED AT 10:12 <br /> P.M. <br /> 5) Council action; <br /> In response to City Attorney Schricker's suggestion, Mayor Hartnett <br /> acknowledged that the Council had received and reviewed the Final Enviromnental <br /> Impact Report which was prepared for this project, prior to taking any action.
