Pre-Meeting for Construction - After City permits are approved, but prior to start of construction, the applicant shall hold a preconstruction conference with Engineering staff and other interested parties. The developer shall arrange for the attendance of the construction manager, contractor, and all subcontractors who are responsible for grading and erosion and sedimentation protection controls. Construction Material in the Right-of-Way - Construction parking, material storage, equipment, or other construction-related uses are not allowed within the City right of way without prior approval from the City Engineer. Prior to encroachment permit issuance, the applicant shall submit a construction parking management plan, which shall outline the number of construction workers by phase, phase duration, where parking will be located for each phase. [COA][ENGINEERING] 67. Construction & Traffic Control Plan — The applicant shall submit a Construction Traffic Routing and Parking Plan for review and approval prior to the issuance of permits. The plan shall ensure that adequate emergency access is maintained during construction. Traffic control for lane closures shall conform to the Work Area Traffic Control Handbook. Street closures require submission of traffic control plans and approval in advance. [SDR][ENGINEERING] 68. Grading—Grading shall be performed in accordance with Volume III. Part II of the City's Engineering Standards. Soil or other construction materials shall not be stockpiled in the public right-of-way. The applicant shall submit cut/fill volumes (CY) for all soils to be imported to or exported from the site. [SDR](ENGINEERING] 69. Monitoring - The Soils Engineer shall conduct continuous site inspections during trenching and backfill operations at the applicant's expense. The Soils Engineer shall take compaction tests and submit the results to Engineering & Construction. [SDR][ENGINEERING] 70. Public Parking During Construction - The applicant shall apply for Parking Meter Construction Zone Hoods prior to removing any public parking spaces from public use during construction. Parking meter construction zone hoods shall be issued upon payment of a deposit of $10.00 per hood issued, refundable upon return of the hoods, and a nonrefundable fee of$3.00 per day per hood issued. fSDR][ENGINEERING] 71. Construction Coordination —The applicant shall coordinate the proposed design with other developments in the area, especially at conform locations, in order to provide a consistent design for the overall area. The applicant shall coordinate construction sequencing to the maximum extent practicable to provide for smooth transitions between adjacent projects during all phases of construction, to reduce impacts to public access (vehicular and pedestrian) during construction, and to avoid reconstruction of recently constructed improvements.
