Concurrently with the Owner's application for a building permit, the <br /> Owner may submit a Program Application to the Program Manager. The <br /> Program Application will be on a form approved by the Program Manager <br /> and shall include a complete copy of the building permit application with <br /> a time and date stamp reflecting when the building permit application was <br /> accepted by the Building Official. <br /> 3. The plans provided in the Owner's application for a building permit will be <br /> reviewed by the Building Official and the Fire Official. If the plans are <br /> acceptable, then the Building Official will issue Building Plans Approval. If <br /> the plans are not acceptable,then no Building Plans Approval will be issued <br /> and the Owner will be asked to resubmit new or revised plans that correct <br /> any deficiencies identified during the plan review. <br /> 4. Upon issuance of Building Plans Approval,the Program Manager, with the <br /> assistance of the Building Official and/or the Fire Official if deemed <br /> necessary, will confirm the building permit is for the installation of the <br /> Automatic Sprinkler System in an Eligible Building. <br /> 5. Next,the Owner must submit to the Program Manager a minimum of three <br /> (3) bids from California C-16 licensed fire sprinkler contractors for <br /> installation of the Automatic Sprinkler System. Acceptable bids must <br /> demonstrate compliance with all Prevailing Wage Laws. The bids will be <br /> reviewed by the Program Manager with the assistance of the Building <br /> Official and the Fire Official if deemed necessary. <br /> 6. The Owner must also demonstrate to the satisfaction of the Program <br /> Manager that the Owner has not recently imposed an unusual rent <br /> increase on the tenants in the Eligible Building based on the following <br /> criteria: <br /> a. The Borrower must provide proof satisfactory to the Program <br /> Manager establishing that any increase in rent imposed on tenants <br /> residing in the Eligible Building within the twelve (12) months <br /> preceding submission of the Borrower's Program Application and <br /> continuing through the date of the Loan Agreement has not been <br /> greater than the average increases on a percentage basis than <br /> during the five (5) years preceding the date of submission of the <br /> Borrower's Program Application.
