<br /> Paul Sanfilipo, former Councilman, asked "since we have urban reserve areas of the <br /> City of Redwood City that do not have to be annexed into the City, why isn't the <br /> Council looking at rezoning our urban reserve areas? That's what I believe the <br /> Planning Commission and City Council ought to be doing instead of looking at a piece <br /> of property that we don't know what could go there since we don't really have a <br /> project." <br /> Peter Brandon, Project Manager for Pacific Shores Center, 3 Embarcadero Center, <br /> San Francisco, said, "Change is difficult....(but) I am still optimistic." Mr. Brandon <br /> said that Pacific Shores was trying very hard to work through all the issues and that <br /> significant progress had been made. He said amending the General Plan was <br /> important, that it gave consistency to the prezoning vote, but it did not give Pacific <br /> Shores "an edge up on anything....The development agreement is the mechanism that <br /> gives project approval, and.....we haven't even entered into that stage of the <br /> process.....We are not going to get to that stage until we sort out a few important <br /> issues. One of the most important aspects is getting into a detailed agreement with the <br /> Port and going forward with an exchange ofIand as was proposed in an MOU that was <br /> entered into a number of years ago. That is my priority right now. My second priority <br /> is....to continue dialogue with the Port tenants....We will continue to work with <br /> everyone involved." <br /> 4) Close public hearing; <br /> MIS: LEIPZIG/CLAIRE TO CLOSE THE PUBLIC HEARING <br /> CARRIED BY UNANIMOUS VOICE VOTE AND HEARING CLOSED AT 8:58 P.M. <br /> MINUTE ORDER NO. 96-130 <br /> 5) Council action; <br /> In response to Mayor Hartnett's questions, City Attorney Schricker said "The <br /> amendment to the General Plan is good planning law irrespective of the CEQA <br /> litigation. I would recommend that you not even consider the CEQA litigation in the <br /> context of carrying out good planning." <br /> In response to Councilman Claire's questions regarding sequence of events, Senior <br /> Planner Jany said the course of action taken so far with this project is typical; the <br /> normal procedure has been to do prezonings first followed by General Plan <br /> amendments.
