I . - <br /> ------------------------------------------------------_____n______------------------------______n_- <br /> Mayor Hartnett declared a recess at 9:08 p.m. <br /> Meeting reconvened at 9: I 7 p.m. <br /> ~ ---------------------------------------------------------------------------------------____n_n_-__- <br /> Mayor Hartnett called upon those in the audience who wished to address the <br /> Council on this matter. <br /> Karen Toland, 775 Upland Road, Redwood City, owner of Diamond Aviation at San <br /> Carlos Airport, flight school which dispatched over 950 flights between January 1, <br /> 1996 and May 31,1996. Ms. Toland spoke in opposition to the proposed Electronic <br /> Arts 151 feet building citing: No one from the FAA or P&D ever interviewed her <br /> regarding any safety issues; the loss of short approaches on Runway 12; best student <br /> teaching is in the morning on Runway 12 and that loss would create a negative impact <br /> on Diamond Aviation business; 50 feet could make all the difference in the world; <br /> EA has a talented architect that could come up with a more compatible design; the air <br /> traffic pattern will be pushed further east over residential areas which will result in <br /> more noise complaints; and it might negatively impact San Carlos Airport's <br /> application for a GPS Approach. Ms. Toland asked for an agreement between the <br /> County and EA similar to the one Oracle signed which would address the noise <br /> issues. Ms. Toland submitted photos of an aircraft that crashed at that site 15 years <br /> ago. <br /> - Sherry Starling, 55 Waterside Circle, Redwood City, California registered EIR <br /> review consultant, said she was disgusted by this EIR. She said "they have done very <br /> little to mitigate some of the impacts." Ms. Starling said an ErR is supposed to <br /> identitY significant effects the project may have on the environment, such as air <br /> pollution due to the increased traffic congestion which is already a significant <br /> problem and water quality degradation, storm drain concerns and increased traffic. <br /> She described the increasing pollution of the bay and mitigation efforts on land and <br /> lagoons. Ms. Starling said that state law requires "No public agency shall approve or <br /> carry out a project for which an EIR has completed which identifies one or more <br /> significant environmental effects of the project, unless the public agency makes more <br /> written Findings for each of those significant effects, accompanied by a brief <br /> explanation of the rationale for each Finding." Ms. Starling said she could not find <br /> any proposals to lessen the effects of significant pollutants or traffic. She stated <br /> current growth plus this project would diminish the quality of life in the area. Ms. <br /> Starling recommended that the City "redo the EIR" and address the concerns raised <br /> through public input. <br /> Herb Foreman, 360 Loyola, MilIbrae, said he has been a pilot for 25 years, owns a <br /> plane and has made at least 1,000 take-offs and landings at San Carlos Airport alone. <br /> Mr. Foreman said he wrote to the FAA about short approaches and Runway 12, and <br /> the Council had a copy of that letter plus Mr. McClintock's analysis of it.
