I . - <br /> Mayor Hartnett said the traffic assessment district authorized by the Council is also <br /> aimed at improving the bottleneck at the intersections related to 101. <br /> Vice Mayor Howard said there is confusion and concern from residents of Hastings <br /> ~ and Heron Court that they will be overshadowed by giant buildings. She said the <br /> traffic study indicates that some shadows would be cast "for twenty minutes late in <br /> the afternoon for several months of the year." Director Passanisi said "That is <br /> correct." Vice Mayor Howard said not everyone has seen this study, and it was <br /> important for everyone to know that it won't be "a major shadow hanging over <br /> someone's home. The closest building is two football field lengths away from the <br /> nearest home." He began by <br /> saying "this is an extremely difficult decision." Councilman Claire described his <br /> experience with private aircraft and wind effects, and said "safety....really weighs <br /> ~ heavily on me." Councilman Claire said he had checked with pilots he knew <br /> who had no vested interest in the San Carlos Airport and they said they were not <br /> concerned with a 15 I feet high building that close to an airport. He said that one <br /> pilot said "It was just not that big a deal." Councilman Clairè expressed his <br /> strong support for San Carlos Airport and said he did not want it squeezed out, <br /> and would never support such a move. Councilman Claire said software <br /> developers have more flexible hours than other industries, he discussed traffic <br /> impacts, and said only rapid transit would truly solve the traffic problem. He <br /> said the shadow issue had been addressed affecting only eight residences for 20 <br /> minutes in the winter months. Councilman Claire said most of the developments <br /> in Redwood Shores have relied on the same EIR and modifications. He <br /> discussed the balance of the project's benefits and problems, and said all <br /> developments bring both. He added that it was necessary to resolve issues to <br /> keep from stagnating. Councilman Claire described a Council public hearing on <br /> a proposed Sequoia Medical Building where 375 people attended and the <br /> community was very interested and involved. He said he counted I I individuals <br /> from Redwood Shores at this meeting "and that tells me something. That the <br /> majority of the residents of Redwood Shores are not that terribly interested in <br /> 100 versus 151 feet.
