Mr. Staudt distributed a petition signed by the merchants on the 2600 <br /> block of Broadway. (100, Petitions, Broadway Sidewalks Project) <br /> In response to Council questions, Senior Civil Engineer Lynch described what measures <br /> would be taken right away, said that some of the problems were caused by an over zealous <br /> contractor, described problems with paving materials and colors, and said the short time <br /> schedule was causing some overlapping block improvements. <br /> In response to Council questions, Councilman Ruskin, Chairman of the Council Streets <br /> Committee, described the problems that had arisen, confirmed that the project was <br /> supposed to be done on a block by block basis and that the flow of traffic was not to be <br /> interrupted. <br /> Councilwoman Howard said the contract called for ramps over torn up sidewalks and <br /> into businesses while the sidewalk was being repaired, and reported that the restaurant on <br /> the corner of Arguello and Broadway was being severely itnpacted because the required <br /> ramp had not been provided. Councilwoman Howard said ramps were needed for safety <br /> and continued operation. She asked that the Streets Committee meet with the community <br /> to allow them the opportunity to talk, vent and offer solutions. <br /> MEMO 8/13/96 <br /> Council Members expressed their displeasure at the actions of the contractor and told <br /> staff of specific problems. They directed staff to "more than double their efforts" and <br /> enforce the contract, and said the project needs to be managed better. <br /> City Manager Everett said staff understood the Council Member's directions and assured <br /> them the contract would be strictly enforced. <br /> MEMO 8/13/96 <br /> 2.
