I I . I . -
Mayor Hartnett asked if anyone in the audience would like to speak to this issue. No one
came forward.
'--
AMENDED MOTION
MIS: RUSKINILA BERGE THAT COUNCIL AUTHORIZE A WRITTEN
COMMUNICATION TO BERTHA VALENCIA AND HER FAMILY TO EXPRESS OUR
CONDOLENCES AND OUR SUPPORT AND THAT WE ALSO AUTHORIZE A
SUPPLEMENT OF $425 TO THE CITY'S AGREEMENT WITH THE HUMAN INVESTMENT
PROJECT, WITH THE RECOMMENDATION THAT THE FUNDS SO AUTHORIZED BE
DEVOTED TO CHILDREN WHO ARE THE VICTIMS OF VIOLENCE AND WOULD BE
HAPPY IF THAT MONEY WERE SPECIFICALLY USED FOR PROVIDING BERTHA
VALENCIA HOUSING/RELOCATION ASSISTANCE BY THAT AGENCY.
CARRIED BY THE FOLLOWING VOICE VOTE.
A YES: COUNCIL MEMBERS BUCHAN, HOWARD, LA BERGE, RUSKIN AND
MAYOR HARTNETT
NOES: COUNCILMAN LEIPZIG
MINUTE ORDER NO. 96-198
B. City staff oral report on state and local laws regarding sex offenders (204, Police Dept.);
Police Chief Bolanos advised that Bertha Valencia was released from the hospital today.
- She visited the Redwood City Police Department, and "she is doing quite well. She will
be going through a significant period of rehabilitation. She is just a sweetheart of a little
girl and it was good to see her."
Police Chief Bolanos said that the community's compassionate and generous response to
Bertha Valencia's plight made him proud to be part of the Redwood City community. He
said that "Kaiser (Hospital) had donated all the medical care as it relates to her injuries
from the crime and upon her release they are also providing inhome care. Mr. John
Kakleas, physical therapist from San Carlos, is donating physical therapy services.
Victims of Violent Crimes are donating psychological care.... Housing was arranged from
day one for the mother and other relatives by the Redwood City Police Department....
Moving will be done through the efforts of Redwood City Police personnel. This was a
very traumatic event for this young lady and we felt it was very important that she see a lot
of blue uniforms at her side. Twice per shift she was visited by someone from the
Redwood City Police Department to let her know she was OK and her family was OK.
We coordinated contact between her family and the Mexican Consulate who also gave a
donation.... The Bertha Valencia Trust Fund stands at over $38,000. I think it is important
to recognize the Police Officer's Association and the Police Sergeant's Association and the
countless men and women of the Police Department and members of the community who
stepped forward and went above and beyond for this little girL... It makes me proud to be
a part of this community."
~
REGULAR COUNCIL MEETING MINUTE BOOK NO. 54 AUGUST \2, 1996
MINUTES Page No. 422 PAGE 9
