. . I . -
the fees adopted tonight wi!! cover the actual costs both in the short term and the long
term, but they will help make up the subsidy to some extent. I wi!! vote in support of
'--- the motion and the resolution."
Councilman Ruskin said "I will also vote in support of the resolution. I agree with
Councilman Claire and Mayor Hartnett. I think to compare it to fire and police is a
different category. In the case of fire and police services. those are services we need all
the time. Every member of the public wants to be sure there is a vigilant fire
department and a vigilant police department operating constantly for all of our
protection. And that is a different matter than having a staff that will respond with a
service that is needed at a particular time. I don't think the comparison to police and
fire services is legitimate. I also have been impressed with the quality of the City's
Department and its efficiency.... I hear an awful lot about what it is like to deal with
the County, and it is not very good. I hear only favorable comments about what it is
like to deal with the City, so I take that as a testament of the good work being done by
the Department."
Councilman Leipzig said "I echo that last part, the quality of our Department. There
is no question we have a fine Department and (to John La Torra) I am certainly not
attacking you in any way or what you have done to improve service. When you have
worked with my association, the San Mateo County Association of Realtors, you have
made some progress. I appreciate that. But I think their input on this issue, and Tri-
County Apartment Association's input would have been helpful. It is one thing to send
- something out in the middle of August the middle of summer vacation time and say
comment on it within a couple of weeks, but the other is to go the next step and that is
to follow up and go after those people and get their input.... The issue of code
enforcement is coming up next month, thank goodness, and I think we have to keep
this in mind. We are talking about fees of $30 and $40 going up for mechanical,
plumbing and electrical and roof permits and so forth. We don't want to discourage
people from improving their property in Redwood City. We need to clean up
Redwood City.... By raising the permit fees, that is not really encouraging."
Mayor Hartnett thanked the Board of Building Review members for their great
efforts on this matter, "they represent the best in citizen voIunteerism in our
community. And I appreciate.... that despite the fact that individual members of that
Board will be impacted by these fees, they nonetheless recommended them as
reasonable."
a.
