I . . <br /> Mr. Whitaker described the proposal to build a 29 feet wide roadway per the City's <br /> l- approved plans from 1971 and said Senior Engineer Csisman had reviewed them and <br /> said they were still to City Engineering standards. <br /> Mr. Whitaker addressed the issue of the staff's observation of geological hazards. <br /> Mr. Whitaker said his property and the land east of him was truly solid land and posed <br /> no geological hazards, and the properties to the west of him were very dissimilar to his <br /> property. He referred to a geological report by Mr. MicheIuscci and Associates which <br /> concluded that his property was a very stable building site, above his expectations with <br /> less than four feet oftop soil over Franciscan Assemblage rock. He said the report also <br /> stated there was stable soil for the roadway as well. Mr. Whitaker said four of the five <br /> lots, including his have soils reports stating that land is stable without any slope <br /> creepage. He said the soil creepage staff referred to applied to properties located at the <br /> western end of Laurel Way, beyond his property. Mr. Whitaker said there was a true <br /> geological and topographical difference that separated his property from the properties <br /> to his west. <br /> Yizhaq Makovsky, doctoral student in Geophysics, Stanford University, said Mr. <br /> Whitaker had asked him to review the two geological reports, Garibaldo Associates <br /> from 1970 and the Micheluscci & Associates. He said it was his opinion that the <br /> Council policy for that area is probably correct, but it should start after Mr. Whitaker's <br /> property according to the lot and soil conditions that separate the eastern from the <br /> , western areas at that particular property line. <br /> Mr. Makovsky used overheads to describe Mr. Whitaker's property as having the <br /> lowest slope in that particular part of the hillside, and said staff's slides were not of this <br /> particular area. Mr. Makovsky said Franciscan Assemblage is California state rock, <br /> but the area to the west has plastic soil which creeps by itself (section of the road 650 <br /> to 950.) He said the western area of Laurel Way "is sitting on what they call <br /> greystone, which is a rock that has been deformed and has been damaged pretty badly, <br /> and soil on top of this rock would be creeping pretty badly. The rest of the area to the <br /> east of 650 does not have that situation, at least not in a significant way." Mr. <br /> Makovsky said the inactive fault line at the westerly end of Mr. Whitaker's property <br /> only designates a change in rock type." <br /> Mr. Makovsky described the soil conditions on those properties, saying the Marina <br /> District in San Francisco sustained damage during the earthquake because buildings <br /> were on tens of feet of soil, but Mr. Whitaker's property has a maximum of3-4 feet of <br /> soil, and is more stable. He added that the conclusion of the report was that "with this <br /> soil if you do the right engineering solutions, you should be able to build the house the <br /> way you want it." Mr. Makovsky discussed rock fracturing, seepage zones and bore <br /> holes. He said supposed seepage was not from water springs but from sewer seepage <br /> --- which was taken care of by a new sewer system.
