<br /> . . I . - <br /> Lindsay Becker, 1144 Virginia, Redwood City, urged Council to lift the citywide <br /> moratorium on tree removal and deal with tree removal on a case by case basis. Ms. <br /> '-- Becker said she had a tree in her front yard that was almost dead and it really needed <br /> to be removed right away. She described her plan to replace her one pine tree with <br /> three European white birch trees which would greatly enhance the area and add to the <br /> overall tree program in Redwood City. <br /> Nancy Peterson, 3275 Oak Knoll Drive, Redwood City, distributed a report which <br /> addressed the recommendations and positions asserted in the staff report contained in <br /> the Council packet. Both reports are on file in the City Clerk Department. <br /> Mayor Hartnett asked if anyone else wished to speak to the matter of the general tree <br /> policies, procedures and protocols in Redwood City. No one else came forward. <br /> In response to Council questions regarding better ways to notify residents of tree <br /> removals, SuperintendentJ Arborist Mann acknowledged the difficulties of <br /> notifying every interested party, and said that unfortunately, by the time notification <br /> becomes an issue, very few if any choices remain. Director Ingram said his staff is <br /> working on protocols that would involve neighbors as liaisons and involve one staff <br /> point person to take the lead role. <br /> MEMO 10/8/96 <br /> 7) Discussion of Garrett Park Tree Removal and Replacement Issue and Staff <br /> - Recommendations for Resolution; <br /> SuperintendentJArborist Mann showed an overhead slide of the map of Garrett <br /> Park and described the physical characteristics of the area and the subject eucalyptus <br /> trees. <br /> In response to Council questions, Superintendent/Arborist Mann described the <br /> three options suggested by staff, with Option No.1 recommending the removal of the <br /> ten remaining eucalyptus trees by November 15, 1996 to be replaced by 38 new native <br /> trees with irrigation, by April 15, 1997. Option No.2 recommended major pruning <br /> on the ten remaining trees which would provide some reduced hazard level, and <br /> phasing the removal and replanting by Fall of 1999. Option No.3 recommended <br /> major pruning on the ten remaining trees which would provide some reduced hazard <br /> level and engage in exceptionally high pruning levels for the life of the trees, <br /> recognizing the precedent being set. <br /> SuperintendentJArborist Mann and Director Ingram described the poor condition <br /> and advanced age of the remaining ten eucalyptus trees and the very poor results that <br /> would occur if sufficient pruning and thinning would take place to reduce the hazards <br /> these trees present.
