�ECTION 5. This ordinance is declared to be an emergency <br /> measure necessary for the immediate preservation of public peace, <br /> health or safety and shall go into effect immediately. The facts <br /> constituting such urgency are as follows: <br /> The above described area ha� been zoned in an M, Industrial <br /> District, since the adoption of the present Zoning Ordinance in <br /> 1948. This area has undergone a significant development in recent <br /> years and a number of conditions, including the construction of <br /> the new Bayshore Freeway, have substantially altered the character <br /> of this area. The traffic patterns serving the area are inadequate <br /> to properly serve indiscriminate development. At the present <br /> time this Council has had its attention directed to several pro- <br /> posed developments in this area one or more of which would be <br /> incompatib le in close proximity to the other and would have an <br /> adverse effect on the other and which would be in conflict with <br /> the proposed zaning for the area under the proposed Zoning Ordinance. <br /> The City of Redwood City is presently proceeding with all possible <br /> haste to complete studies and conduct hearings to provide a <br /> solution to the zoning problem and it is essential to the welfare <br /> of the property owners in this area that all development be <br /> regulated for the mutual benefit of all of said owners. <br /> SECTION 6. This ordinance is adopted as a temporary ordinance <br /> only and shall be of no further force or effect after July 31, 1963. <br /> * * * <br /> � -3- <br />
