Section 7 .4 For purposes of this article the following terms shall have the meanings hereinafter set forth: (a) Freeway: Shall mean a highway in respect to which the owners of abutting lands have no right or ease- ment of access to or from their abutting lands or in respect to which such owners have only li.mited or restricted right of easement of access and which is declared to be such in compliance with the Streets and Highways Code of the State of California . (b) Main Traveled Roadway: Shall mean that portion of a freeway, including interchange roadways connecting one freeway with another, �•rhich is designed for the movement of large volumes of vehicular traffic, efficiently and safely at high speed, but not including frontage roadways, landscaped areas, or ingress or egress ramps connecting the freeway with other streets. (c) Landscaped Freeway: The term " landscaped freeway" shall be deemed to me�:n a section or sections of a freeway which is nov,�, or hereafter may be, improved by the planting of at least on one side of the free- wa.y right of way lawns, trees, shrubs, flowers or other ornamental vegetation which shall require reasonable maintenance . Planting designated by the Division of Highways as being for the purpose of soil erosion control, traffic safety requirements, reduction of fire hazards, or traffic noise abatement, shall not change the character of a freeway to a landscaped freeway. Section 7 .5 Nothing in this article shall affect any other provision of this ordinance which imposes greater res- trictions or limitations on the placing of signs, nor shall anything in this article be deemed to exclude or exempt any person from obtaining any permit, licer_se, or consent to the placing of any sign which may be otherwise required. -22- (Rev.)
