REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 24, 2015 <br /> <br />SUBJECT <br />Fiscal Year 2015-2016 Agreement for Service between the Redwood City School District <br />and the City of Redwood City for the PE Plus Program <br /> <br />RECOMMENDATION <br />Approve by motion and authorize City Manager to execute the Fiscal Year 2015-16 <br />Agreement between the Redwood City School District and the City of Redwood City to <br />provide comprehensive physical education curriculum for children in kindergarten through <br />5th grade at four Redwood City School District schools. <br /> <br />BACKGROUND <br />The Sequoia Healthcare District (SHCD) and Redwood City Parks, Recreation, and <br />Community Services (PRCS) both recognize the critical need that exists for consistent <br />physical education and physical activity opportunities for students during the school day. <br />Both parties have a common objective to assure that children in the Redwood City <br />School District (RCSD) have access to such opportunities. With grant funds provided by <br />SHCD, both PRCS and the Peninsula Community Center (PCC) have agreed to <br />provide a comprehensive, sequential K-5 PE curriculum called “PE Plus” that serves <br />nearly 5,000 children in kindergarten through 5th grade in the Redwood City School <br />District. <br /> <br />In addition to the Memorandum of Understanding (MOU) between SHCD and the City of <br />Redwood City for grant funding for the Program, the RCSD also contributes funding to <br />support our staffing costs. The Agreement aligns with the SHCD MOU and describes the <br />City’s obligations to the Program in the amount of $104,614 in individual school <br />contributions along with District contributions. The following are the Year 4 goal and <br />objectives: <br />Goal I: To establish active, healthy lifestyles, and contribute to the social-emotional <br />development of youth in the Redwood City School District. <br />Objective I – Program Delivery: City will conduct programming at the five schools listed <br />below during the 2015-16 academic year. If opportunity presents itself to expand to <br />other schools during this grants cycle, an amendment to this agreement will be made. <br />The Program is based on the following parameters: <br />· 148 days of PE Plus “full program” implementation that includes PE curriculum <br />instruction two days per week for each class grades L-5 by up to four total coaches <br />per school (two coaches per class) and recess/lunch support five days per week with <br />a minimum of two coaches. <br />6.1.A. - Page 1
