ATTACHMENT 1 <br />countywide issue, requiring discussion and analysis involving policy makers from all agencies, the <br />City has no timeframe for implementation. <br /> <br />R6. The County and each city should amend its General Plan, as needed, to address the risk for sea <br />level rise. The Safety Element should include a map of any areas vulnerable to sea level rise, as <br />determined by measurements in the countywide vulnerability assessment. Further, it should identify <br />policies that apply to areas threatened by sea level rise. <br /> <br />This recommendation requires further analysis: The City has several policies already outlined in the <br />Public Safety Element of its current General Plan that specifically address sea level rise. Policy PS-5.4 <br />requires the City to incorporate consideration of, and measures to mitigate risks of, sea level rise <br />into the planning process. Policy PS-5.5 requires supporting research that examines the effects of <br />climate change on Redwood City, including the effects on levees. However, specific <br />recommendations such as including maps of areas vulnerable to sea level rise will require a General <br />Plan amendment. General Plan amendments legally require public noticing, input and discussion. <br />The City is generally supportive of considering a General Plan amendment as information becomes <br />available, and the proper public process is followed. The City supports the development (by the <br />proposed regional agency) of dynamic mapping that maps the impacts on land use at various levels <br />of sea level rise as opposed to a static map. <br /> <br />R7. The County, cities, and relevant local special agencies, through their representatives on regional <br />agencies, membership in state associations, lobbyists and elected State and federal legislators <br />should pursue sea level rise related issues with government bodies outside of San Mateo County. <br /> <br />Will be Implemented: The City is fully supportive of pursuing sea level rise related issues with <br />government bodies outside of San Mateo and will do so as part of a regional approach in <br />conjunction with other agencies in the County. <br /> <br /> <br /> <br />Sincerely, <br /> <br /> <br />Jeff Gee, Mayor <br />City of Redwood City <br /> <br /> C: City Council <br /> City Manager <br /> Public Works Director <br /> <br />6.1.I. - Page 8
