COUNTY PARKING GARAGE; STREET AND SIDEWALK ENHANCEMENTS <br /> On or about September 23, 2003, the City entered into an agreement with the County of San <br /> Mateo (the "County") to make available on certain Monday through Thursdays evenings; <br /> Fridays after 4:00 p.m.; all day on weekends; and, all day on County Holidays, approximately <br /> 650 parking spaces in the County's parking garage located at Middlefield Road and Veterans <br /> Boulevard in the City of Redwood City ("County Parking Garage") when this is not in conflict <br /> with the County's use of the garage. The Parties also agree to cooperate in the preparation and <br /> implementation of a plan for enhancing the sidewalks and the roadway of Middlefield Road (to <br /> be renamed "Theater Way") from the County Parking Garage to Broadway. The Parties will <br /> develop a plan to encourage the public to use County Parking Garage during the times that it is <br /> available for public use. <br /> V. PARKING SIGNAGE, MARKETING, AND COMMUNICATIONS <br /> The City shall work with the Developer and Century to plan directional and informational <br /> signage and amenities to guide motorists to appropriate downtown parking facilities, including <br /> the Jefferson Garage, the Block Two Parking Lot, the Marshall Street Garage and the County <br /> Parking Garage. In addition, the Developer shall require Century to develop and implement a <br /> marketing and communications program to direct Cinema patrons to such parking facilities. <br /> VI. PROTECTION OF PARKING SPACES IN THE RED ZONE <br /> The Parties acknowledge that the number of parking spaces to be available for public use upon <br /> completion of the Jefferson Garage and the Block Two Lot in the area designated as the Red <br /> Zone on Exhibit A attached hereto and made a part hereof (the "Red Zone") as of the Effective <br /> Date is one thousand nine hundred forty-nine (1,949) (collectively, the "Baseline Red Zone <br /> Spaces"). The Parties agree that the number of Baseline Red Zone Spaces, for puiposes of this <br /> Agreement, will be adjusted to account for the actual number of parking spaces created by the <br /> construction of the Jefferson Garage and the Block Two Parking Lot upon the completion of <br /> each such project. The total number of such actual parking spaces above the Baseline Red Zone <br /> Spaces, as confirmed by the Parties, is referred to herein as the "Additional Red Zone Spaces". <br /> The City agrees that it will operate and maintain in the Red Zone or the "Orange Zone", as <br /> depicted on Exhibit B attached hereto and made a part hereof (the "Orange Zone"), a minimum <br /> number of parking spaces equal to the sum of one thousand eight hundred fifty (1,850). In <br /> addition, with respect to development in the Red Zone, the following provisions shall apply to <br /> any material increase in square feet of development or a use change that would significantly <br /> increase the parking requirement ("new development"): <br /> A. Parking Requirement. <br /> All new development in the Red Zone will be required to provide for its own parking <br /> needs in one of the following manners: <br /> 1.
