NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF REDWOOD CITY AS FOLLOWS : Section 1 . The Planning Commission hereby finds that the proposed sports lighting project at Red Morton Community Park is in the public interest and is consistent with implementation of Policy BC-6.5 and Program BC-11 of the General Plan 's Building Community Element. Section 2. The City of Redwood City is the lead agency under California Environmental Quality Act (CEQA) for preparing the Initial Study/Mitigated Negative Declaration . The proposed sports lighting project has been reviewed with respect to applicability of the CEQA. The Planning Commission finds that the Initial Study/Mitigated Negative Declaration for the Project was presented to the Planning Commission , that the Initial Study/Mitigated Negative Declaration was prepared , published , circulated , reviewed and completed in full compliance with State law and CEQA Guidelines, that there was adequate public review of the Initial Study/Mitigated Negative Declaration , that it has considered all comments on the Initial Study/Mitigated Negative Declaration , that the Initial Study/Mitigated Negative Declaration adequately discusses all significant environmental issues . The Planning Commission has considered the Initial Study/Mitigated Negative Declaration for the project, which concluded that no significant effects on the environment will result because the mitigation and standard measures described in the Initial Study are included in the project to reduce potential impacts to a less than significant level . Section 3. The Planning Commission hereby recommends that the City Council of the City of Redwood City approve the Red Morton Community Park Sports Lighting project, and adopt the associated Initial Study/Mitigated Negative Declaration .
