REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 21, 2015 <br /> <br />SUBJECT <br />Professional Services Agreement with Fehr & Peers for Owners Advisory Service for <br />Broadway Streetcar Study <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the professional <br />services agreement with Fehr & Peers in the amount of $88,200. <br /> <br />BACKGROUND <br />The 2010 General Plan identified potential streetcar lines to create additional modes of <br />travel along specific corridors in the City, including Broadway, Seaport Boulevard, and <br />Middlefield Road. These streetcar lines are intended for trips for several miles, similar to <br />buses. However, electric streetcars have the ability to attract higher ridership than <br />buses due the fixed route and more comfortable ride. <br />The Stanford in Redwood City Precise Plan, approved in September 2013, anchors one <br />end of the potential Broadway Streetcar Line. As part of the development agreement, <br />Stanford contributed $75,000 towards study of a streetcar line. <br />Staff applied for, and was awarded, a grant in the amount of $450,000 from the Federal <br />Highway Administration (awarded through the Metropolitan Transportation Commission) <br />to analyze both the feasibility and potential design of Broadway streetcar line, as well as <br />particular improvements that could be made to the Sunnyvale Transit Center. This <br />Grant was awarded in May 2014 with final documentation signed in April 2015. <br />The Request for Proposal (RFP) for this study was released in early September 2015, <br />and staff expects a proposal will be in front of the Council for consideration later this <br />year. If the subject contract is approved, Fehr & Peers will provide advisory services to <br />staff in the review and evaluation of consultant work regarding the Broadway Streetcar <br />Study. <br />ANALYSIS <br />Technical expertise related to streetcar design and development would be highly <br />beneficial to evaluating and directing consultant work in the streetcar study. Staff does <br />not currently have the technical expertise in this area. Fehr & Peers has staff that is <br />6.1.A. - Page 1
