She suggested <br />having a senior housing developer along with an affordable housing developer each <br />having a piece of the property. <br /> <br />Lee Callister stated that the location at the end of the creek creates a unique <br />opportunity to have an embarkation point. He noted that the head of the creek is one <br />area where the creek comes through under the freeway, which is a barrier to sea level <br />rise. <br /> <br />Cherlene Wright, Chairperson of Housing and Human Concerns Committee (HHCC), <br />requested that somewhere in the space of this building there is a common area for <br />various services that could be brought in on rotating office hours. She stated the Fair <br />Oaks Community Center is being used to capacity. <br /> <br />Council Member Pierce stated that many items discussed tonight were very innovative, <br />and asked if HHCC could do some research for other kinds of programs or projects that <br />could fit in at Redwood City. <br /> <br />Council Member Howard asked about the possibility of doing two compatible buildings <br />as suggested by Ms. Reddy. Mr. Aknin stated that he doesn't see them as two <br />standalone buildings, but there could be a situation where there is podium parking with <br />two different condominium structures. Council Member Howard stated that originally <br />the idea was to have senior housing with a child care component but there needs to be <br />some research to look into that possibility. She noted she did not support retail and that <br />child care is in high demand. Mr. Aknin stated that in terms of office there could be a <br />small non-profit component, which is why the mixed use option is there. Council <br />Member Howard stated that they should be open to a variety of options. Vice Mayor <br />Foust asked about looking into speaking with Carol Galan about housing. <br /> <br />Mayor Gee stated that the Council would like to see 100% affordable units. The Council <br />would like to see senior housing but staff will have to see what would work. He stated <br />that the Council would like to see community benefits on the site like a park and/or child <br />care. He stated that regarding the RFP selection committee, the Council will meet with <br />the committee as a whole but there will be ex officio members from Boards, <br />Commissions and Committees. <br /> <br />Dr. Bell stated that the delay with the last 4 years has been the RDA being dissolved, so <br />this is the soonest Staff has been able to do something with it. Mayor Gee spoke about <br />what Redwood City is doing for affordable housing that is unique from any other city on <br />the peninsula. <br /> <br /> Recommendation: <br />Provide feedback on the Bradford Street Affordable Housing Draft Request for <br />Proposals (RFP) and direct staff to proceed with the release of the RFP <br /> <br />Council consensus was to include 100% affordable housing, study the possibility <br />of mixed use and include a community services component, if possible, such as <br />childcare; Council is the final decision maker but may utilize some ex-officio BCC <br />members to participate in the review process and maybe have a study session on <br />the matter.
