REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 21, 2015 <br /> <br />SUBJECT <br />Water Connection and Service – Proposed single family residence at Assessor’s Parcel <br />Numbers (APN’s) APN 057-162-410 and 057-162-400, Quetzal Court, in unincorporated <br />San Mateo County, CA. Address number not available at this time <br /> <br />RECOMMENDATION <br />Confirm determination that the Project is exempt from CEQA. <br />Adopt a resolution approving a request to Local Agency Formation Commission <br />(LAFCo) for extension of water services outside jurisdictional boundaries to a proposed <br />single family residence at Quetzal Court (APN’s 057-162-410 and 057-162-400), in <br />unincorporated San Mateo County, pursuant to Government Code Section 56133. <br /> <br /> <br />BACKGROUND <br />The subject property, located on Quetzal Court, is undeveloped. The parcel is located <br />outside Redwood City’s jurisdictional boundaries, but is within the city’s sphere of <br />influence and water service area. The parcel does not have a water service connection. <br />The owner of the parcel has applied to the County of San Mateo for a building permit to <br />construct a new single family residence. San Mateo County Building Department <br />requires the Property owner to secure a new water connection and service from the City <br />of Redwood City. The City must also receive LAFCO approval to provide water service. <br />Redwood City Water Department owns an existing 6-inch water main along the frontage <br />of the property. <br /> <br />ANALYSIS <br />The extension of water service outside jurisdictional boundaries is not a frequent <br />occurrence. The occasional addition of a residential connection is not anticipated to <br />have any significant impact on the city’s total water allotment. <br /> <br />LAFCO requires Council’s authorization, by resolution, of requests made for new <br />services. Staff recommends that the City request LAFCO’s approval to extend water <br />service outside jurisdictional boundaries to Quetzal Court pursuant to Government Code <br />Section 56133. The water service connection proposed for the new single family <br />residence is subject to the following conditions and fees: <br /> <br />1.
