REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 21, 2015 <br /> <br />SUBJECT <br />Ordinance Adding Streamlined Permitting Process for Residential Solar to Chapter 9 <br />(Buildings) of the Municipal Code <br /> <br />RECOMMENDATION <br />Waive second reading and adopt an ordinance adding "Streamlined Permitting Process <br />for Small Residential Rooftop Solar Systems" to Chapter 9 (Buildings) of the Redwood <br />City Municipal Code. <br /> <br />BACKGROUND <br />On August 24, 2015, the City Council introduced the above ordinance establishing an <br />expedited permit process for small residential rooftop solar energy systems and altering <br />the definition of what is a reasonable restriction on a solar energy system. The <br />ordinance is presented at this meeting for second reading and adoption. The staff report <br />from the August 24th meeting, which includes ordinance details, is attached to this <br />report. <br />ANALYSIS <br />Adopting this ordinance will bring the City into compliance with the requirements of the <br />newly amended California Government Code section 65850.5(g) (1). Further analysis of <br />the ordinance is provided in the Staff Report to City Council on August 24, 2015. If <br />adopted, this ordinance will go into effect on October 21, 2015. <br /> <br />ALTERNATIVES <br />The City could elect not to adopt the required ordinance and not comply with State <br />requirements. <br /> <br />FISCAL IMPACT <br />This amendment has no fiscal impact to the City. <br />ENVIRONMENTAL REVIEW <br />The project is exempt from environmental review pursuant to CEQA Guidelines under <br />the General Rule (Section 15061 (b) (3)). The proposed code amendments are <br />consistent with California Law, specifically Government Code section 65850.5 and Civil <br />Code section 714. The project involves updates and revisions to existing regulations. <br />6.4.A. - Page 1
