ATTY/ORD.413/ADDING STREAMLINED PERMITTING PROCESS FOR RESIDENTIAL SOLAR CHAPTER 9 <br />REV: 08-19-15 RL <br />Page 1 of 6 <br />ORDINANCE NO.___ <br />AN ORDINANCE OF THE CITY OF REDWOOD CITY ADDING A NEW <br />ARTICLE XII RELATING TO RESIDENTIAL ROOFTOP SOLAR ENERGY <br />SYSTEMS TO CHAPTER 9 (BUILDINGS) OF THE CITY OF REDWOOD <br />CITY MUNICIPAL CODE <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />DOES ORDAIN AS FOLLOWS: <br />Section 1. The City Council makes the following findings. <br />A. The City seeks to implement AB 2188, amending California Civil Code section <br />714 and California Government Code section 65850.5, through the creation of <br />an expedited, streamlined permitting process for residential rooftop solar <br />energy systems; and <br /> <br />B. The purpose of this ordinance is to adopt an expedited, streamlined solar <br />permitting process that complies with the Solar Rights Act and AB 2188 to <br />achieve timely and cost-effective installations of residential rooftop solar energy <br />systems; and <br /> <br />C. This ordinance encourages the use of residential rooftop solar energy systems <br />by removing unreasonable barriers, minimizing costs to property owners and <br />the City, and expanding the ability of property owners to install small residential <br />rooftop solar energy systems; and <br /> <br />D. The City wishes to advance the use of solar energy by all of its citizens, <br />businesses and industries; and <br /> <br />E. The City seeks to meet the climate action goals set by the City and the State; <br />and <br /> <br />F. The solar energy industry creates local jobs and economic opportunity; and <br /> <br />G. The City Council recognizes that rooftop solar energy provides reliable, <br />reasonably priced energy for its residents and businesses; and <br /> <br />6.4.A. - Page 3
