<br />Red Morton Community Park Sports Lighting Mitigated Negative Declaration <br />City of Redwood City 1 June 2015 <br /> <br /> <br />City of Redwood City <br />Community Development Department <br />1017 Middlefield Road <br />Redwood City, California 94064 <br /> <br /> <br /> <br />MITIGATED NEGATIVE DECLARATION <br /> <br /> <br />I. DESCRIPTION OF THE PROJECT <br /> <br />Red Morton Community Park is located in central Redwood City between Madison Avenue, Valota Road, <br />Roosevelt Avenue, and Myrtle Street. In addition to traditional park amenities such as open space, picnic <br />areas, and playground facilities, the park includes several ball fields and a tennis court facility. Two of the <br />ball field areas, Bechet/Griffin Field and McGarvey Field, as well as the tennis court facility, currently have <br />sports lighting to allow nighttime activities. These uses are located on the eastern portion of the site. Two <br />additional ball field areas, Mitchell Field and Kiwanis Field, located on the northwestern portion of the site, <br />currently do not have sports lighting. The ball fields are used primarily for baseball, softball, and soccer <br />games and practices. <br /> <br />The City of Redwood City proposes to install new sports lighting on Mitchell Field and replace the existing <br />sports lighting that serves Bechet/Griffin Field and the tennis court facility. Currently, the sports lighting <br />associated with Bechet/Griffin Field and the tennis court facility is operated up to seven days per week. <br />The lights are turned on as needed at dusk and are turned off by 10:30 PM per City Ordinance. The hours <br />of operation for the Bechet/Griffin Field and the tennis cou rt facility would not change with the project. <br />Mitchell Field, which currently operates only until dusk, would be allowed to operate until 10:30 PM up to <br />seven days per week with the proposed installation of new sports lighting. The nature of activities <br />occurring at the ball fields and tennis court facilities would not change with the project. The addition of <br />light standards on Mitchell field is intended to relieve congestion on the field during daylight hours of play <br />and would not increase overall field usage. <br /> <br />II. FINDING <br /> <br />The City of Redwood City is giving notice to interested agencies and the public that it intends to adopt a <br />Mitigated Negative Declaration (MND) for this project, pursuant to CEQA. This does not mean that the <br />City’s decision regarding the project is final. This MND is subject to modification based on comments <br />received by interested agencies and the public. <br /> <br />An Initial Study has been prepared by the City of Redwood City. On the basis of the Initial Study, the City <br />has determined, pending public review, that the proposed project will not result in a significant effect on the <br />environment because the mitigation and standard measures described in the Initial Study are included in the <br />project to reduce potential impacts to a less than significant level. The mitigation and standard measures <br />described in the Initial Study and included in the proposed project are listed below. <br /> <br />8.A. - Page 13
