<br /> <br />Red Morton Community Park Sports Lighting Initial Study <br />City of Redwood City 6 June 2015 <br />SECTION 3.0 PROJECT DESCRIPTION <br /> <br />Red Morton Community Park is located in central Redwood City between Madison Avenue, Valota <br />Road, Roosevelt Avenue, and Myrtle Street. In addition to traditional park amenities such as open <br />space, picnic areas, and playground facilities, the park includes several ball fields and a tennis court <br />facility. Two of the ball field areas, Bechet/Griffin Field and McGarvey Field, as well as the tennis <br />court facility, currently have sports lighting to allow nighttime activities. These uses are locat ed on <br />the eastern portion of the site. Two additional ball field areas, Mitchell Field and Kiwanis Field, <br />located on the northwestern portion of the site, currently do not have sports lighting. The ball fields <br />are used primarily for baseball, softball, and soccer games and practices. <br /> <br />The City of Redwood City proposes to install new sports lighting on Mitchell Field and replace the <br />existing sports lighting that serves Bechet/Griffin Field and the tennis court facility. Currently, the <br />sports lighting associated with Bechet/Griffin Field and the tennis court facility is operated up to <br />seven days per week. The lights are turned on as needed at dusk and are turned off by 10:30 PM per <br />City Ordinance. The hours of operation for the Bechet/Griffin Field and the tennis court facility <br />would not change with the project. Mitchell Field, which currently operates only until dusk, would <br />be allowed to operate until 10:30 PM up to seven days per week with the proposed installation of <br />new sports lighting. The nature of activities occurring at the ball fields and tennis court facilities <br />would not change with the project. The addition of light standards on Mitchell field is intended to <br />relieve congestion on the field during daylight hours of play and would not increase overall field <br />usage. <br /> <br />The project would install seven new light standards ranging from 60 to 70 feet in height around the <br />perimeter of Mitchell Field. Twelve (12) existing light standards located around the perimeter of <br />Bechet/Griffin Field, which range from 50 feet in height for the infield poles and 70 feet in height for <br />the outfield poles, would be removed and replaced with 12 new light standards with heights of 70 <br />feet. Eight 30-foot tall light standards located around the perimeter of the tennis court facility would <br />be removed and replaced with six 50-foot tall light standards. <br /> <br />Each light standard would house metal halide lamp fixtures. Each fixture has an aluminum re flector, <br />light hood, and visor to direct light onto the field and reduce the amount of spill light (refer to <br />Section 4.1 Aesthetics).1 The fixtures would be equipped with 1,500-watt metal halide lamps. These <br />proposed high power lamps reduce the number of fixtures needed and increase light beam control <br />and efficiency, thereby reducing the size of the light racks mounted on top of the standards and <br />minimizing the amount of spill light onto the adjacent land uses. Installation of the proposed lighting <br />system would require minor excavation to construct the foundations for the light standards. <br /> <br /> <br />1 Spill light is any light where it is unintended or unwanted. <br /> <br />8.A. - Page 23
