<br /> <br />Red Morton Community Park Sports Lighting Initial Study <br />City of Redwood City 10 June 2015 <br />SECTION 4.0 SETTING, ENVIRONMENTAL CHECKLIST AND <br />IMPACTS <br /> <br />This section describes the existing environmental conditions on and near the project area, as well as <br />environmental impacts associated with the proposed project. The environmental c hecklist, as <br />recommended in the California Environmental Quality Act (CEQA) Guidelines, identifies <br />environmental impacts that could occur if the proposed project is implemented. <br /> <br />The right-hand column in the checklist lists the source(s) for the answer to each question. The <br />sources cited are identified at the end of this section. Mitigation measures are identified for all <br />significant project impacts. “Mitigation Measures” are measures that will minimize, avoid, or <br />eliminate a significant impact (CEQA Guidelines §15370). Measures that are standard and required <br />by the City or law are categorized as “Standard Measures.” <br /> <br />4.1 AESTHETICS <br /> <br />The following discussion is based upon technical information prepared by Musco Lighting. This <br />technical information describes the proposed sports lighting, including the height of the light <br />standards, the number of fixtures per light standard, and illumination summaries showing the <br />proposed light levels on and off the ball fields and tennis courts. A copy of the technical information <br />is included as Appendix A of this Initial Study. In addition, photosimulations of the project were <br />professionally prepared by Digital Imaging Studios and existing light sources in the project area were <br />measured and mapped by Athletic Recreation Services. The photosimulations and light level <br />measurement maps are included as figures on the following pages. <br /> <br />4.1.1 Setting <br /> <br />4.1.1.1 Visual and Aesthetic Character of the Project Area <br /> <br />Red Morton Community Park is located in central Redwood City in an area developed with urban <br />uses. The park consists of four multi-use sports fields, tennis courts, a swimming pool, walking <br />paths, playgrounds, and open green space. Mature trees are located throughout the park. The park <br />and surrounding area are relatively flat. The park is bounded by Madison Avenue to the northwest, <br />Valota Road to the southwest, Roosevelt Avenue to the southeast, and Myrtle Street to the northeast. <br />Mitchell Field is located on the north side of the park, adjacent to Myrtle Street. Bechet/Griffin Field <br />is located in the center of the park, and the tennis courts are located on the east side of the park, near <br />Roosevelt Avenue. Various institutional buildings, such as the Red Morton Community Center, <br />Veterans Memorial Senior Center, and City-owned buildings used by the Parks and Recreation <br />Department are located on the perimeter of the park. <br /> <br />Due to the relatively flat topography and surrounding development, views of the park are limited to <br />the immediate surrounding area and from the hills to the west of the project site. The area <br />surrounding the park is developed with single-family residences consisting of a mix of older and <br />newer one- and two-story structures. <br /> <br /> <br />8.A. - Page 27
