<br /> <br />Red Morton Community Park Sports Lighting Initial Study <br />City of Redwood City 13 June 2015 <br />4.1.2.1 Proposed Lighting <br /> <br />The project proposes to install new sports lighting on Mitchell Field and replace the existing sports <br />lighting that serves Bechet/Griffin Field and the tennis court facility. Currently, the sports lighting <br />associated with Bechet/Griffin Field and the tennis court facility is operated up to seven days per <br />week. The lights are turned on as needed at dusk and are turned off by 10:30 PM. The hours of <br />operation for the Bechet/Griffin Field and the tennis court facility would not change with the project. <br />Mitchell Field, which currently operates only until dusk, would be allowed to operate until 10:30 PM <br />up to seven days per week with the proposed installation of new sports lighting. The nature of <br />activities occurring at the ball fields and tennis court facilities would not change with the project. <br /> <br />The project would install seven light standards ranging from 60 to 70 feet in height around the <br />perimeter of Mitchell Field. Twelve (12) existing light standards located around the perimeter of <br />Bechet/Griffin Field, which range from 50 feet in height for the infield poles and 70 feet in height for <br />the outfield poles, would be removed and replaced with 12 new light standards with heights of 70 <br />feet. Eight 30-foot tall light standards located around the perimeter of the tennis court facility would <br />be removed and replaced with six 50-foot tall light standards. <br /> <br />Each light standard would house metal halide lamp fixtures. Each fixture would have an aluminum <br />reflector, light hood, and visor to direct light onto the field and reduce the amount of spill light (as <br />shown on Figure 4.1-2).4 The fixtures would be equipped with 1,500-watt metal halide lamps. <br />These proposed high power lamps reduce the number of fixtures needed and increase light beam <br />control and efficiency, thereby reducing the size of the light racks mounted on top of the standards <br />and minimizing the amount of spill light onto the adjacent land uses. <br /> <br />4.1.2.2 Views of the Proposed Lighting <br /> <br />Due to the relatively flat topography of the project area, views of the project site are limited to the <br />immediate area and from the hills to the west of the project site. The project area is most visible <br />from the residences located immediately adjacent to the park on Myrtle Street, Madison Avenue, <br />Valota Road, Roosevelt Avenue, and King Street. The proposed lights would be elevated up to 70 <br />feet above the fields and, as a result, the lights and poles would be visible from various vantage <br />points during the day and during the evening, when in use. The lights and poles would be painted a <br />non-reflective color which would reduce glare during the day. <br /> <br />The visual change resulting from the project is illustrated in the photosimulations on the following <br />pages. Existing daytime and evening photographs were taken by a professional photographer and <br />these photos were then used to prepare photosimulations of the proposed lighting. The locations <br />from which the photographs were taken, which were chosen to represent views of the site from <br />nearby public vantage points, are shown on Figure 4.1-3, and the photosimulations are shown on <br />Figures 4.1-4 through 4.1-9. <br /> <br /> <br /> <br />4 Spill light is any light where it is unintended or unwanted. <br /> <br />8.A. - Page 30
